About this file

This is a Questions and Answers document for federal solicitation W51AA126QA090 for unfired pressure vessel inspection services at the Department of the Army's TYAD facility.

The contract requires inspectors to hold National Board NB-369 certification (API 510 is not accepted). Base year pricing should cover approximately 60 vessels, including 49 currently listed vessels plus up to 10 additional vessels that may be added during the five-year contract period at a rate of approximately two per year. Base-year inspections include one-time structural integrity assessments using ultrasonic thickness surveys with ASME Section VIII minimum-required-thickness and remaining-life evaluations, plus full external inspections; option years require annual external visual inspections only. Replacement parts, labor, and additional non-destructive testing outside scheduled inspections are out of scope and will be ordered separately by the Contracting Officer, though contractors must re-verify proper operation at no additional cost following any corrective action. The contractor must provide post-award submittal identifying the specific NDT/NDE testing methods to be performed. Maintenance and repair services are limited to inspection, testing, labeling, and reporting only. Site access will be accommodated with Government escorts provided as needed, and contractors will receive building locations and asset identifiers prior to inspection. Contractors must achieve CMMC Level 1 (Self) certification posted in SPRS with the unique identifier stated in quotations, and evaluation of options will include the base price plus all four option years combined for price comparison. Past performance will be evaluated through CPARS and SPRS rather than submitted references. Wage Determination 2015-5797 Revision 33 (dated 12 August 2026) applies, and the September 9 site visit is optional but requires submission of a 648c form to the Contracting Officer Representative five business days in advance unless one has been approved within the past year.

QUESTIONS/ANSWERS FOR SOLICITATION W51AA1-26-Q-A090
Unfired pressure vessel inspections
QUESTIONGOVERNMENT RESPONSE
Question 1: Is the September 9 site visit mandatory or optional?Site tour is optional, but if you plan to attend 648c form must be submitted to COR 5 business days before tour, unless you have already completed a 648c within the past year that has been approved by TYAD security.
Question 2: Is CMMC requiredCMMC level 1 Self, See DFARS 252.204-7021 and DFARS 252.204-7025
Question 3: I would like to know if for your unfired pressure vessel inspection contract, can you accept an API 510 certification instead of the National Board NB-369?No
Question 4:Pressure relief valve and gauge replacement; additional NDT. PWS paragraph 5.2.2 states that costs for TYAD-approved pressure relief valve and pressure gauge replacements, and for any additional NDT/NDE performed outside the base-year inspection, "shall be under the T&M section of this contract." Section B of the solicitation contains only firm fixed price CLINs 1001 through 5001, and the draft PWS issued with Sources Sought 050389 contained a T&M CLIN that the final PWS does not. Please confirm that replacement parts, replacement labor and any additional NDT are outside the scope of this contract (to be ordered separately by the Contracting Officer if required) and should not be included in the lot prices.Confirmed. Updated section 5.2.2 - There is no Time and Material line item. Replacement parts, labor, etc. are deemed out of scope and will be ordered/installed separatly at addditional cost to the government when approved. This should not be included in the lot prices. However, after any corrective action taken by the government, contractor will be responsible to re-verify proper operation at no additional cost at the next scheduled visit.
Question 5:Vessel count and lot pricing basis. PWS paragraph 1.3 references approximately sixty vessels with fifty known. Attachment 3 lists 49 vessels (row 22 is blank). Please confirm the basis on which offerors should price each lot: is the base-year lot to cover the 49 listed vessels plus up to approximately ten additional vessels identified by the Government before the base-year inspection, and how will vessels beyond that number be handled? No info for row 22 (only location). Offerers should base their prices on 60 vessels within the base year inspections to encompass the possibility of up to 10 vessels being added over the course of 5 years (2 per year) that would need one-time integrity NDT/NDE inspection at the time of installation.
Question 6:New or altered vessels (PWS 5.2.3). The Government may add up to two new or altered vessels per year, to be inspected during the next scheduled visit. Please confirm that the integrity inspection of these vessels, when performed during the scheduled annual visit, is to be included in the option-year lot price, and that the base-year lot includes any vessels added before the base-year visit.Offerers should base their prices on 60 vessels within the base year inspections to encompass the possibility of up to 10 vessels being added over the course of 5 (2 per year) years that would need on-time integrity NDT/NDE inspection at the time of installation.
Question 7:Fitness for service calculations (PWS 5.2.1, Deliverable D.002). Please confirm that an ultrasonic thickness survey of each vessel with an ASME Section VIII minimum-required-thickness and remaining-life evaluation, together with a full external inspection, satisfies the requirement for "all fitness for service calculations," and that a formal API 579 fitness-for-service assessment is not intended.ultrasonic thickness survey of each vessel with an ASME Section VIII minimum-required-thickness and remaining-life evaluation, together with a full external inspection, satisfies the requirement for "all fitness for service calculations,"
Question 8:Approval of the NDT method. PWS paragraph 5.2.1 requires prior written TYAD approval of the NDT method. Will identification of ultrasonic thickness testing (UT) as the proposed method in the quotation, and its acceptance at award, satisfy this approval, or is a separate post-award submittal expected?Contractor will provide a post-award submittal indicating the type of NDT/NDE testing that will be performed.
Question 9:Maintenance and repair language (PWS 4.3). PWS paragraph 4.3 references oils, greases, cleaners, paints and "any other parts needed to maintain and repair all pressure vessels." Please confirm that no maintenance or repair services are included in this requirement beyond inspection, testing, labeling and reporting.Confirmed. Updated section 4.3
Question 10:Evaluation of options. Section M lists both FAR 52.217-3, Evaluation Exclusive of Options, and FAR 52.212-2(b), under which option prices are added to the base price for evaluation. Please confirm which applies.See updated solicitation FAR 52.217-3 has been removed and FAR 52.217-5 has been added: Base Price and all 4 options will be added together for price evaluation
Question 11:Site access and building information. For the base-year inspection, will the Government make all listed vessels and the buildings housing them available on consecutive working days, and will Government escorts be provided for movement between buildings? The Attachment 3 equipment list used for the prior solicitation (W51AA124Q0035) included a building number and GIS asset identifier for each vessel; would the Government provide that information for the current list?Availibility will be accommodated and Escorts will be provided should they be needed. Awardee will be provided building/room locations and asset identifiers.
Question 12:Attachment 3 details. Row 7 of Attachment 3 is a 30-gallon tank mounted on a truck. Please confirm whether mobile or vehicle-mounted receivers are within scope and where they will be staged for inspection. Also, please explain the asterisk that appears in the "MAWP at deg F" column for a number of vessels.Truck mounted are in scope.

Will make availible at time of inspection.

Disregard asterisk.

Question 13:Past performance submission. Please confirm the number of past performance references requested, any required format, and whether a Government point of contact for a current federal pressure vessel inspection contract is acceptable in lieu of a past performance questionnaire. No Past performance references required Past performance will be evaluated through CPARS and SPRS.
Question 14: Wage determination revision. The Addendum cites Wage Determination 2015-5797 Revision 32 dated 30 July 2026; the attached wage determination is Revision 33 dated 12 August 2026. Please confirm Revision 33 governs.Revision 33 Goverens see Updated Addendum
Question 15: CMMC. Please confirm that a Final Level 1 (Self) CMMC status posted in SPRS, with the CMMC unique identifier stated in the quotation, satisfies DFARS 252.204-7025 for this requirement.Yes, CMMC level 1 Self posted in SPRS satisfies DFARS 252.204-7025 for this requirement
