About this opportunity

The Federal Aviation Administration seeks qualified contractors to perform underground utility improvements to stormwater, sanitary sewer, drain tile, and domestic water systems at the Minneapolis Air Route Traffic Control Center (ZMP ARTCC) in Farmington, Minnesota, with proposals due July 2, 2026, at 1500 CT and questions due June 16, 2026.

This is unrestricted full and open competition (not a small business set-aside) under NAICS code 237110, Water and Sewer Line and Related Structures Construction. The estimated project value is between $2.5 million and $4 million. Place of performance is Farmington, Minnesota.

Work includes demolition of existing lift stations and utility infrastructure, vacuum excavation for the first 8 feet of any excavation and 2 feet below existing utilities, design and installation of dewatering and shoring systems, installation of new sanitary and storm sewer lines with associated manholes and lift stations, water system improvements with heat tracing for lines installed between 0 and 42 inches below grade, electrical improvements including Building Automation System integration, and site restoration. All utility excavation must use non-destructive vacuum excavation methods. The contractor must perform at least 15 percent of total work on-site using its own organization. Work is restricted to standard business hours (7:00 a.m. to 4:00 p.m., Monday through Friday) unless FAA-approved for non-standard hours. The period of performance is non-negotiable at 180 calendar days after Notice to Proceed, with contractors expected to account for Minnesota seasonal weather impacts, material lead times, and construction constraints in their schedules.

Contractors must submit past experience documentation demonstrating a minimum of two prior projects at least 90 percent complete with final contract amounts of at least $500,000. Other-than-small business offerors must submit a subcontracting plan addressing small business, women-owned small business, service-disabled veteran-owned small business, and HUBZone concerns. Key personnel—Project Manager, Superintendent, and Quality Control Manager—are subject to substitution and consent requirements; the Site Safety and Health Officer must hold OSHA 30-hour training and may not be the same individual as the Superintendent or Quality Control Manager. Insurance requirements include Comprehensive General Liability ($500,000), Automobile and Truck Liability ($200,000–$500,000), Workers' Compensation ($100,000 or statutory), and Umbrella Liability ($1 million). Contractors must comply with Department of Labor Minnesota wage determinations and all applicable state and local taxes. A mandatory prebid site visit was held June 10, 2026.
