About this file

This is a Questions and Answers (Q&A) document—Amendment No. 1 to Solicitation No. 697DCK-26-R-00267 for ZMP Underground Utility Improvements. The FAA issued this amendment to address 22 questions across three question sets submitted by prospective offerors prior to the July 2, 2026, 5:00 PM Central Time proposal deadline.

Key contractual and administrative requirements clarified include: (1) other-than-small business offerors must submit a subcontracting plan addressing small business, women-owned small business, service-disabled veteran-owned small business, and HUBZone small business concerns in the Business Volume of their proposal, excluded from page limits; (2) Clause 3.8.2-17 was revised to designate the Quality Control Manager as key personnel subject to substitution and consent requirements, while removing Major Subcontractor Leads from that designation; (3) the Superintendent and Quality Control Manager may be the same individual, but the Site Safety and Health Officer (SSHO) must be a dedicated safety professional with OSHA 30-hour training; (4) the Period of Performance is non-negotiable at 180 calendar days, with offerors expected to account for Minnesota seasonal weather impacts, material lead times, and construction constraints in their project schedules; (5) the solicitation is Unrestricted Full and Open Competition (not a small business set-aside); and (6) Clause 3.6.3-22 (Construction Waste Management) is mandatory, requiring contractors to minimize waste generation and maximize recycling and reuse of construction and demolition debris. The amendment also addresses project-specific conditions: third-party inspections meeting ASTM C1077 and ASTM E329 standards are required; permits are required; all utility excavation must use non-destructive vacuum excavation methods; heat tracing is required for domestic water and sewer lines installed between 0 and 42 inches below grade; cooling towers may be shut down for up to 30 minutes with FAA-approved temporary cooling methods; the flagpole and gantry crane are not part of the project; the guardhouse has already been removed; certain trees, concrete work, and walkways have been previously completed and should not be included in proposals; and the project will be phased with scheduling determined post-award. The FAA is exempt from state and local taxes, but contractors remain responsible for all applicable taxes.

Amendment No. 1

Solicitation No. 697DCK-26-R-00267 ZMP Underground Utility Improvements

Question Set 1

RFI 001 – Small Business Subcontracting Plan

Question:

As an other-than-small (large) business offeror, is the individual subcontracting plan required to be submitted with the proposal by July 2, 2026, or will it be requested from the apparent successful offeror for negotiation prior to award, consistent with the “negotiated within the time specified by the Contracting Officer” language in Clause 3.6.1- 4(b)(1)?

FAA Response:

A subcontracting plan is required for other-than-small offerors. Refer to Clause 3.6.1-4, Small Business Subcontracting Plan (APR 2025). (b)(7).Proposals.submitted.in.response.to.this.solicitation.must.include.a.

subcontracting.plan.that.separately.addresses.subcontracting.with.small.business?.women‗owned.small.

business?.service‗disabled.veteran‗owned.small.business?.and.HUBZone.small.business.concerns¡ A sample Subcontracting Plan has been attached.

Question:

If the plan is due with the proposal, please confirm in which volume (Technical or Business) it should be included and whether it is excluded from any applicable page or content limits.

FAA Response:

The Subcontracting Plan shall be included in the Business Volume of the proposal. Section L is revised to include the Subcontracting Plan as Item 2(e). The Subcontracting Plan is excluded from any applicable page or content limitations.

RFI 002 – Missing Attachment 6

Question:

Attachment 6 (Past Experience History) was not provided. In addition, Clause SA55 references an incorrect attachment number.

FAA Response:

Attachment 6 is hereby provided. The reference in Clause SA55 to Attachment 4 is revised to read Attachment 6.

RFI 003 – Key Personnel Requirements

Please reconcile conflicting key personnel requirements between Clause SA55 and Clause 3.8.2-17.

Clause 3.8.2-17 is revised to:

• Add Quality Control Manager as key personnel; and

• Remove Major Subcontractor Leads as key personnel.

The Quality Control Manager is therefore subject to the substitution and consent requirements of Clause 3.8.2-17.

RFI 004 – Construction Waste Management

Please confirm applicability of Clause 3.6.3-22, Construction Waste Management (APR 2025).

FAA Response:

Clause 3.6.3-22 is mandatory for this project. Proper documentation regarding the disposition of waste materials (including soil) is required as noted in the clause.

The Contractor shall establish a program to minimize waste generation and maximize recycling, reuse, diversion, and salvage of construction and demolition (C&D) debris.

RFI 005 – Proposal Due Time

The solicitation contains conflicting proposal due times (Block 10 = 1500 CT and Block 13 = 1700 CT). Please clarify.

Proposals are due July 2, 2026, at 5:00 PM Central Time (1700 CT).

RFI 006 – Award Timing and Seasonal Completion

Please advise how offerors should address Minnesota seasonal weather restrictions within the 180-calendar-day Period of Performance.

FAA Response:

Offerors shall develop and submit a project schedule that demonstrates completion of all contract requirements within the 180-calendar-day Period of Performance. The FAA recognizes that Minnesota seasonal weather conditions may affect certain activities, including paving, concrete work, grading, seeding, and site restoration. Offerors are expected to account for anticipated weather impacts, material lead times, and seasonal construction constraints in their proposed schedules.

The Period of Performance remains 180 calendar days. Contractors should sequence the work to maximize completion of weather-sensitive activities during favorable construction conditions. Any delays encountered during contract performance will be addressed in accordance with the contract provisions governing excusable delays and contract modifications, as applicable.

Is this project a Small Business Set-Aside?
