About this opportunity

The United States Air Forces in Europe - Air Forces Africa is seeking to establish up to two Multiple Award Blanket Purchase Agreements (BPAs) for comprehensive closed-circuit television (CCTV) equipment, installation, and maintenance services across eleven Royal Air Force installations in the United Kingdom. The contractor must provide all personnel, equipment, tools, supervision, and services necessary to achieve a fully functional, integrated, and sustainable CCTV capability that meets minimum performance standards outlined in the Performance Work Statement, including video footage resolution sufficient to identify individuals at 15 meters minimum distance and 30 calendar days of continuous high-definition recording and storage. Evaluation will be based on two factors: technical acceptability of the Performance Management Plan addressing quality control, installation oversight, maintenance oversight, corrective actions, and performance metrics (limited to 15 pages), and price reasonableness of firm-fixed-price quotes submitted using the provided Pricing Schedule. Quoters must submit responses in three volumes by April 24, 2026, with questions regarding quote structure and line items addressed in the Q&A document uploaded on April 14, 2026. Only technically acceptable quotations will be considered for award, which will be made to the two quoters whose quotes are technically acceptable and provide the most advantageous value.

This solicitation includes no set-aside for small business concerns and does not identify any incumbent contractors. The total aggregate value cap for both BPAs is $5,000,000 with individual call orders limited to a maximum of $500,000 and a minimum of $100, operating across a five-year ordering period from May 18, 2026 through May 17, 2031. All proposed equipment must conform to ONVIF Profile S and T standards to ensure interoperability, and quotes must be all-inclusive of labor, materials, equipment, overhead, and profit, with GBP submissions converted to USD at a rate of 0.7794 for evaluation purposes. Performance will be evaluated against specific metrics with potential price reductions applied for failures to meet response times and restoration deadlines, including 8-hour technical response and 72-hour restoration for critical system failures. The work will be performed across multiple RAF locations including RAF Lakenheath, RAF Mildenhall, RAF Alconbury, RAF Molesworth, RAF Croughton, RAF Fairford, RAF Blenheim Crescent, RAF Menwith Hill, RAF Welford, RAF Barford St. John, and RAF Feltwell in the United Kingdom.
