About this file
This document is a clauses incorporation list for a federal defense contract (FA558726Q0103) that provides the complete text of contractual terms and conditions applicable to the solicitation.
The document incorporates approximately 60 clauses by reference and provides full text for select clauses governing contractor obligations and government rights. Key substantive areas include: representations and certifications regarding covered defense telecommunications equipment, cloud computing usage, foreign person tax withholding, and compliance with prohibitions on hexavalent chromium, Xinjiang procurement restrictions, and Maduro regime business operations. Payment procedures are detailed through the Wide Area WorkFlow (WAWF) system, requiring contractors to submit payment requests and receiving reports with specific document types (cost vouchers for cost-type items, invoices for fixed-price deliverables). The contract incorporates standard FAR and DFARS clauses addressing security prohibitions, trafficking in persons compliance, subcontractor management, data rights, inspection standards, and antiterrorism/force protection requirements for work performed outside the United States. Tax relief provisions apply for Germany-based performance under specified agreements. The document includes contact information for a USAFE ombudsman to address offeror concerns, with initial escalation required to the contracting officer before ombudsman involvement. Administrative DoDAAC codes (F87700 Pay Official, FA5587 Issue/Admin) are specified for WAWF routing of payment documentation.
