About this file

This is a Combined Synopsis/Solicitation for a UK-Wide Consolidated CCTV Blanket Purchase Agreement (BPA).

The U.S. Air Force 48th Contracting Squadron is seeking to establish up to two (2) Multiple Award BPAs for CCTV equipment, installation, and maintenance services across 11 Royal Air Force (RAF) installations in the United Kingdom, including RAF Lakenheath, RAF Mildenhall, RAF Alconbury, RAF Molesworth, RAF Croughton, Fairford, RAF Blenheim Crescent, RAF Menwith Hill, RAF Welford, RAF Barford St. John, and RAF Feltwell. The solicitation (FA558726Q1003) was issued on 9 April 2026 with a response deadline of 24 April 2026. The BPA will have a five-year ordering period from 18 May 2026 through 17 May 2031, with a total aggregate value cap of $5,000,000. Individual call orders are limited to a maximum of $500,000 and a minimum of $100. The Government will not set-aside this requirement for small business concerns. All proposed equipment must conform to ONVIF Profile S and T standards to ensure interoperability. Quoters must submit firm-fixed-price (FFP) quotes for each line item listed in the Pricing Schedule (Attachment 2), which will serve as the catalog for future call orders. Call orders will be competed among both BPA awardees.

Quotes must be submitted in three volumes: Volume I (Executive Summary with company information and narrative, limited to 1 page), Volume II (Technical Factor with a Performance Management Plan addressing quality control, installation QC, maintenance oversight, corrective actions, and performance metrics, limited to 15 pages), and Volume III (Price Schedule using Attachment 2, limited to 2 pages). Evaluation will be based on two factors: technical acceptability (acceptable/unacceptable rating for the PMP) and price reasonableness. Only technically acceptable quotations will be considered for award. Award will be made to the two quoters whose quotes are technically acceptable and provide the most advantageous value. Electronic quotes must be submitted to Contracting Specialist Davion Bratcher (davion.bratcher@us.af.mil) and Contracting Officer Valerie Cuevas (valerie.cuevas@us.af.mil). All quoted prices must be all-inclusive of labor, materials, equipment, overhead, and profit. Quotes submitted in GBP will be converted to USD using a rate of 0.7794 for evaluation purposes.

This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with part 12. This announcement constitutes the only solicitation. Quotes are being requested and a separate written solicitation will not be issued.

Solicitation number FA558726Q1003 is issued as a Request for Quotation (RFQ), for CCTV equipment, installation and maintenance.

This acquisition is not set-aside for small business concerns. This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov.

This solicitation will result in the award of up to two (2) Multiple Award Blanket Purchase Agreements (BPAs). Call orders issued under these BPAs will be competed among the awardees to ensure fair opportunity and best value. Quoters must propose a single Firm-Fixed-Price (FFP) for each item listed in Attachment 2 – Pricing Schedule. The proposed prices will form a catalog for future FFP Call Orders. The quantities listed in Attachment 2 – Pricing Schedule are for evaluation purposes only to establish the BPA; actual quantities will be specified in individual Call Orders.

The period of performance for this requirement is as follows:

5 Year Ordering Period 18 May 2026 – 17 May 2031

Description:

The Contractor must provide non-personal services, to include all personnel, equipment, tools, supervision, and other items and services necessary to ensure that comprehensive CCTV support is performed at Royal Air Force (RAF) Lakenheath, RAF Mildenhall, RAF Alconbury, RAF Molesworth, RAF Croughton, Fairford, RAF Blenheim Crescent, RAF Menwith Hill, RAF Welford, and RAF Barford St. John and RAF Feltwell. A. General Information

B. Requirement Information mailto:davion.bratcher@us.af.mil http://www.acquisition.gov/ functional, integrated, and sustainable CCTV capability that meets the minimum performance standards established in the attached Performance Work Statement (PWS). Individual call orders will provide specific details, such as blueprints and quantities, but must adhere to the core standards of the PWS.

This is not a brand-name specific requirement. All proposed equipment must be evaluated on its ability to meet the performance specifications outlined in each call order.

To ensure interoperability, all proposed equipment must conform to the ONVIF (Open Network Video Interface Forum) Profile S and T standards, as specified in PWS Section 1.3.1. This open standard is the primary method for ensuring different brands of equipment can integrate successfully.

BPA Value and Ordering Period

Total BPA Value: The total aggregate value of all call orders placed against all BPAs awarded from this solicitation must not exceed $5,000,000.00. This is the maximum cumulative value for the life of the BPA. The Government is not obligated to order the full amount.

Ordering Period: The ordering period for this BPA must be five (5) years, from 18 May 2026 through 17 May 2031.

Call Order Limitations

Maximum Call Order Limitation: No single call order placed against this BPA must exceed $500,000.

Any requirement anticipated to exceed this amount must be procured via a separate contracting action.

Minimum Call Order Limitation: The minimum value for a single call order under this BPA is $100.00.

Authorized Ordering Activities and Personnel

Centralized Authority for Routine Orders The only Government officials authorized to issue, modify, or sign routine Call Orders against this BPA is a warranted Contracting Officer (CO) from the 48th Contracting Squadron and 48 CONS Authorized Callers.

Unauthorized Commitments Contractors are advised that only a warranted Contracting Officer can obligate Government funds for routine requirements, and only a designated Authorized Caller can obligate funds for emergency services within their specified limits. Any direction received from any other Government personnel is not authorized. Work performed as a result of such unauthorized direction may be considered a voluntary effort for which the contractor may not be reimbursed.

Call Order Competition

The Government will provide both BPA holders an opportunity to be considered for each call order.

The pricing established in the BPA Pricing Schedule (Attachment 2) represents the maximum price the Government will pay per line item. The competition at the call order level is designed to obtain additional price reductions.

Request for Discounted Pricing When a requirement is identified, the Contracting Officer (CO) or an Authorized Caller will provide the specific requirement details to both BPA holders. The request will ask each holder to provide a firm-fixed-price quote for that specific order, with the expectation that discounts may be offered based on the order's volume, scope, or other factors. Quoted prices for any line item must not exceed the price established in the BPA Price List.

Placement of Orders After receiving quotes, the call order will be placed with the BPA holder who provides the lowest total price for that specific requirement, thereby representing the most advantageous value to the Government.

No Guarantee of Work The award of a BPA does not obligate the Government to place any orders or guarantee any minimum revenue. All orders are subject to the competitive process described herein.

Place of Delivery/Performance/Acceptance/FOB Point:

Place(s) of Delivery and Performance: The places of performance will be specified in each individual Call Order and will be limited to Royal Air Force (RAF) Lakenheath, RAF Mildenhall, RAF Alconbury, and RAF Feltwell, RAF Molesworth, RAF Croughton, Fairford, RAF Blenheim Crescent, RAF Menwith Hill, RAF Welford, and RAF Barford St. John, United Kingdom.

F.O.B. Point: The F.O.B. (Free on Board) point for all deliverables is Destination.

Acceptance: Acceptance will be performed at Destination. Final acceptance of each Call Order will be performed by the designated Government Requiring Activity (Requirement Owner).

Acceptance must be documented in writing to the Contracting Officer after the Requirement Owner has verified that all work is complete and compliant with the PWS and that all delivered equipment matches the items specified in the awarded Call Order

QUOTE PREPARATION INSTRUCTIONS:

To ensure timely and equitable evaluation, quoters must follow the instructions contained in this section. Quotes must comply with all solicitation requirements, including terms and conditions, representations and certifications, with particular attention given to those identified as evaluation factors. Non-conformance with these instructions may result in elimination from consideration.

Quotes must be clear, concise, and include sufficient detail to permit effective evaluation and to substantiate the validity of stated claims. The response must consist of the following three volumes to be eligible for award:

Section Reference Title Page Limit

Volume I Executive Summary 1 Volume II Factor 1 Technical Factor Subfactor 1.1 Performance Management Plan (PMP) 15 Volume III Factor 2 Price Schedule – (Attachment 2) 2

The specific content of each volume is discussed below:

VOLUME I – EXECUTIVE SUMMARY AND MISCELLANEOUS DATA:

Narrative & Authorized Quoter Representative(s): The Quoter's narrative summary of the entire quote should be concise, to include addressing the significant risks, and highlighting any key or unique features, excluding price. Identify authorized Quoter personnel and individuals authorized to negotiate with the Government. Provide the name, title, and telephone number of the company/division point of contact regarding decisions made with respect to the Quoter's quote and who can obligate the company contractually. No summary material presented here must not be considered as meeting the requirements for any portions of other volumes of the quote. Unless quoted, submit a clear Affirmation of no Exceptions, Deviations, or Waivers within the body of the summary narrative. If exceptions are being made, clearly identify the terms and details in this section.

The quoter accedes to the agreement terms and conditions as written in the solicitation (and attachments). The solicitation constitutes the model agreement. Quoters must clearly identify any exceptions to the solicitation and provide accompanying rationale.

A statement acknowledging all solicitation amendments, if any were issued.

VOLUME II – TECHNICAL

The Technical Volume must demonstrate a clear understanding of the requirements and provide a comprehensive, yet concise, description of how the Quoter intends to meet the Government’s needs for CCTV equipment, installation and maintenance services. The technical submission should detail the quoter's proposed methods, capabilities, and resources for meeting the requirements, not simply reiterate or paraphrase the Performance Work Statement (PWS). Quotes that simply state the quoter "understands" or "can comply" without adequate supporting information may be rated unacceptable.

Provide factual rationale explaining how the quoter intends to fulfill the requirements, assuming the Government has no prior knowledge of their experience. The evaluation will be based solely on the information presented in the quote.

Performance Management Plan (PMP):

The quoter must submit a Performance Management Plan describing its internal quality control and performance oversight methodology. The PMP must, at a minimum, address the following:

a) Performance Monitoring and Compliance Describe the internal processes used to proactively monitor, measure, and ensure compliance with all PWS requirements, including methods used to identify and correct performance issues before they impact agreement performance.

b) Installation Quality Control and Interoperability Describe the internal inspection and quality verification process conducted prior to presenting completed installation work for Government acceptance. The plan must specifically explain how interoperability with existing Government systems will be ensured, including verification of ONVIF standards compliance for both new installations and recommended replacement components.

c) Maintenance and Sustainment Oversight Describe the system used to track service calls, response times, restoration timelines, and overall compliance with PWS requirements. Explain the troubleshooting process used to restore non-operational equipment. When equipment is determined to be beyond economical repair, describe the process for documenting and recommending replacement components that meet PWS performance and interoperability requirements.

d) Corrective Action Process Describe the closed-loop corrective action process for addressing performance deficiencies, including documentation procedures, root cause analysis, implementation of corrective measures, and preventative actions.

e) Performance Metrics and Records

Identify the performance metrics and records that will be maintained and confirm that such records will be made available to the Contracting Officer upon request.

VOLUME III - PRICE:

Quoters must submit their complete pricing quote using the spreadsheet provided as Attachment 2 - Pricing Schedule.

The pricing provided will establish a Firm-Fixed-Price catalog for all future Call Orders placed against this Blanket Purchase Agreement (BPA). The quoter must quote a single FFP for each service and equipment line item listed in the attachment. All line items must be priced. Failure to submit pricing using the specified attachment or failure to price all line items may result in the quote being considered non-responsive and therefore ineligible for award.

The prices quoted in Attachment 2 must be inclusive of all labor, materials, equipment, overhead, profit, and any other costs required to perform the work outlined in the Performance Work Statement (PWS).

These prices will represent the maximum value price for each item, and the Government will use them to evaluate price reasonableness.

Quotes submitted in GBP (or other currencies) will be converted into USD using the GBP conversion rate of 0.7794 for the purpose of price evaluation.

Quotes must be sufficiently detailed to demonstrate their price reasonableness, completeness, and balance. The Government may not award an agreement based on a quote with unbalanced pricing.

Compliance with these instructions is mandatory and failure to comply may render your quote ineligible for award. The burden of proof for credibility of quoted prices rests with the quoter.

IAW to RFO 52.212-2, Evaluation—Commercial Products and Commercial Services:

(a) Basis for Award

The Government will award a Blanket Purchase Agreement (BPA) to the two (2) responsible Quoters whose quotations conform to the solicitation and provide the most advantageous value to the Government. The Government reserves the right to award without negotiations.

To be eligible for an award, a Quoter's quotation must first be determined technically acceptable. For a quotation to be considered technically acceptable, it must demonstrate a clear understanding of and ability to meet the requirements outlined in the Performance Work Statement (PWS).

Only those quotations determined to be technically acceptable will be further considered for award.

The Government will then evaluate the proposed price list from each technically acceptable offeror to ensure the prices are fair and reasonable. The ultimate decision will be based on the optimal combination of technical capability and price.

(b) Evaluation Factors The Government will evaluate quotes based on the following two (2) factors:

Factor 1: Technical - Performance Management Plan (PMP) Factor 2: price

D. Evaluation Criteria

(c) Evaluation Approach

FACTOR 1: TECHNICAL

The Technical Factor will be evaluated on an Acceptable/Unacceptable basis. A Quoter must receive a rating of "Acceptable" to be further considered for award.

Performance Management Plan (PMP): The Government will evaluate the Quoter's PMP to determine if it meets the minimum requirements of the solicitation. The evaluation will assess whether the plan provides a clear and feasible approach for ensuring quality performance.

Acceptable: The PMP addresses all the required elements as specified in the "Instructions to Quoters" (Section C). The plan clearly describes a methodology for Performance Monitoring, Installation QC and Interoperability, Maintenance Oversight, Corrective Actions, and maintaining performance records. The approach is logical and demonstrates a clear understanding of the PWS requirements.

Unacceptable: The PMP fails to address one or more of the required elements, merely paraphrases the PWS without providing a clear methodology, or proposes an approach that is not feasible or poses a high risk of unsuccessful performance.

FACTOR 2: PRICE

Price Reasonableness: The Government may determine price reasonableness of technically acceptable quote(s) by using one or more of the techniques defined in RFO 12.204(a), which may include comparisons of the proposed prices received in response to this solicitation.

(d) Award Decision The BPA Award will be made to the two (2) Quoters whose quote is technically acceptable and provides the most advantageous value to the Government.
