Place of performance is the Senate Landover Print Facility in Washington, DC 20510. The system must support roll widths of 14–22 inches with duplex four-color process printing at 1200x1200 dpi (minimum 250 fpm) or 1200x600 dpi (minimum 450 fpm) across media weights of 45–270 gsm, and must produce approximately 200,000 postcards and 150,000 two-sided uncoated 8.5-by-11-inch sheets per month. The specifications include JDF-compatible camera systems, nozzle monitoring, color management software, inline quality control, media pre-treatment, foil stamping/embossing capability, RIP software compatible with Eco3 Apogee, piece counting with 1-in-10,000 accuracy, and variable data verification. Optional web-fed finishing line equipment may include inline sheeters, unwinders, perforators, scorers, plow folders, waste evacuation, cutting systems (4–30 inches), paper extraction, six-buckle plate folding with glue application, and ZIP Code/tray sorting. The contractor must deliver and install equipment within 90 calendar days of award, provide onsite training for six operators, perform a 30-day acceptance test requiring zero permitted downtime, and provide one year of maintenance with four-business-hour on-site response time during standard business hours. Quotations must be firm-fixed-price, valid through September 30, 2026, with a base year (October 1, 2026–September 30, 2027) and five optional maintenance years. Offerors may source through open market or GSA Schedule/NASA SEWP/other GWAC vehicles. Contractors must comply with NIST SP 800-161 supply chain risk management, NIST SP 800-88 data destruction standards, Okta SSO/MFA integration, U.S.-based data storage, and ISO/IEC 27001 or NIST SP 800-53 information security programs. Personnel requiring unescorted Senate building access or network access must be U.S. citizens and pass background checks conducted by the U.S. Capitol Police. The award will be based on best-value trade-off analysis, with technical approach weighted as more important than past performance and approximately equal to price overall.
