About this file

This is an Original Equipment Manufacturer (OEM) Statement of Compliance template regarding telecommunications equipment procurement restrictions. The document requires OEMs to certify that they are in compliance with Section 208 of the Legislative Branch Appropriations Act, 2020, as contained within the Further Consolidated Appropriations Act, 2020 (P.L. 116-94). The certification covers compliance with prohibitions on the acquisition of certain telecommunications equipment as well as high-impact or moderate-impact information systems, as defined by the National Institute of Standards and Technology (NIST) Federal Information Processing Standard Publication 199, "Standards for Security Categorization of Federal Information and Information Systems."

The template includes signature blocks for the certifying officer to provide their name, title, date, and signature. This is a compliance certification form rather than a solicitation document, and OEMs would be required to complete and submit this form as part of their proposal response to federal contract opportunities that include this requirement. The document establishes that manufacturers must represent their compliance with federal security categorization standards as a condition of doing business on covered federal contracts.
