About this file

This document is a Questions and Answers (Q&A) file for a federal contract opportunity (Notice ID: 2026-R-050) issued by the U.S. Senate for the procurement of a digital printing press system with optional web-fed finishing line equipment. Responses to submitted questions are being posted to the SAM opportunity on June 5, 2026, with a projected installation date of February 2027.

The Senate requires offerors to provide a digital press capable of producing approximately 200,000 postcards and 150,000 two-sided, uncoated 8.5-by-11-inch sheets per month. The equipment must support dynamic perforating and scoring with standard 1/2-inch separation and a minimum 4-inch repeat length. The maximum paper weight for glue-folded applications is 100-pound cover. Maintenance must be provided on a fixed annual cost basis, including technical telephone support and troubleshooting from 8:00 AM to 9:30 PM, with on-site service guaranteed within four business hours during standard business hours (Monday-Friday, 8:00 AM to 5:00 PM). Offerors may propose multiple Web-Fed Finishing Line Equipment solutions suitable for both folded and flat-stock applications, with each stand-alone finishing line including an unwinder. The Senate's acceptance testing requirements state that the digital press including all finishing equipment must run for 30 consecutive days for 13.5 hours per day without failure or downtime, and the Senate does not intend to modify these testing standards. Optional finishing equipment purchase cannot be guaranteed within a specific timeframe and will be determined based on operational needs.

Question Response

1 When will the answered questions be available, need answers to organize bid team. Responses to submitted questions are being posted to the SAM opportunity (Notice ID: 2026-R-050) on June 5, 2026.

2 What is the projected install date? The projected installation date is February 2027.

3 When will the service RFQ be released?

The service requirements are provided in full in the Pricing Table document, Attachment B – Specifications. Offerors should also refer to Requirement 79, Optional Features.

For maintenance on the press, does the Senate require a fixed annual cost regardless of print volume or is a variable charge based on usage acceptable? What is the onsite technical support coverage required:

2 hour response? 24-hour coverage 7 days per week?

The Senate requires offerors to provide an annual fixed-cost maintenance budget. The maintenance offering should include technical telephone support and troubleshooting services available from 8:00 AM to 9:30 PM. On-site service shall include a guaranteed response time of four (4) business hours during standard business hours, Monday through Friday, 8:00 AM to 5:00 PM.

5 Fixed pricing on the purchase is understood, how long do we guarantee optional finishing equipment on the response? If its 12 months as a example the agency might add features for productivity.

The Senate cannot guarantee the future purchase of optional finishing equipment within a specific timeframe. Any future requirements will be determined based on the Senate’s operational needs.

6 Does the optional Web-Fed Finishing Line Equipment need to be limited to one solution only? Or can we propose multiple solutions to handle the range of finishing requirements?

Offerors may propose multiple Web-Fed Finishing Line Equipment solutions suitable for both folded and flat-stock applications. Each stand-alone finishing line must include an unwinder to ensure optimal functionality.

7 Why is the Web-Fed Finishing Line Equipment shown as Optional? Wouldn’t this be a requirement?

Web-Fed Finishing Line Equipment is designated as optional because it may serve as either an in-line solution or a roll-to-roll solution, depending on the Senate’s requirements. The Senate prefers, where feasible, a solution that includes both the printing press and finishing equipment from a single source. However, if that approach is not feasible, or if proposed options do not meet the Senate’s needs, the Senate reserves the right to procure components from different manufacturers or resellers.

8 Some of the finishing requirements could be done with the use of 2D barcodes. Is it possible to add 2D barcodes to applications if they are not currently present with available cells?

The Senate currently uses ECO3’s Apogee RIP. Barcodes may be incorporated during the imposition stage. However, some digital presses may provide or require the use of proprietary secondary RIPs supplied by the manufacturer. In those instances, barcode functionality is generally implemented through the secondary RIP.

9 Are there any additional finishing requirements that may be needed in the future?

Future finishing requirements will be assessed based on the Senate’s needs. Potential future requirements may include a split-web flat-sheet line designed to produce pre-addressed postcards in either cut-and-stack or sequential order. The Senate may also require a finishing line capable of producing folded signatures.

10 Does the site have house chilled water today?

House-chilled water is not currently available for general use. A chiller is available only for certain presses, along with a cutter.

11 Is there an approximate volume of print identified that will be migrated to the press?

The Senate produces approximately 200,000 postcards and approximately 150,000 two-sided, uncoated 8.5-by-11-inch sheets per month.

12 #15: Can you expand on the automatic stacker requiring no manual intervention statement? Does that mean no operator intervention when changing between job formats?

The finishing line must be designed to be either programmable or preprogrammed to minimize the need for manual intervention during operations and job setup.

13 #18: Is Dynamic perfing/scoring required or will these be Static applications? Can you provide a minimum repeat length requirement for cross perf/scoring?

Dynamic perforating/scoring is the preferred method to support a diverse range of projects. The standard separation between perforations is typically 1/2 inch, with a minimum requirement of 4 inches.

14 #19: What is the maximum paper weight that will be used for any plowfolded applications?

The maximum paper weight designated for any glue-folded application is 100-pound cover, which represents the thickest anticipated option.

15 #20: Does the evacuation solution need to support waste evacuation from machines that are not part of any proposed finishing solution(s) such as waste from existing machines?

This requirement applies only to the proposed finishing solution or finishing line and does not apply to waste evacuation from existing machines.

16 #21: What is the maximum “multiple-up” requirement? 3?

The maximum requirement for “multiple-up” configurations is five-up. This configuration is intended to produce 4-by- 6-inch postcards printed on a 22-inch roll sheet.

17 #26: Can you expand on this requirement? The description does not provide enough information to determine the functionality needed here.

This requirement is intended to ensure a comprehensive solution that supports the efficient use of both folded sheets and cut sheets.

18 Item 5 – Is 450 feet per minute a floor for consideration. Current ink jet technology across all available platforms will typically slow down on the heavier medias.

Acceptability will depend on whether the proposed equipment can meet the Senate’s output quality requirements at the proposed resolution and speed. The Senate’s standard priority is high-resolution output with vibrant color quality that aligns with Senate expectations.

19 Item 5 – Would a press with a maximum speed of 436 feet per minute suffice for customer needs.

Acceptability will depend on whether the proposed equipment can meet the Senate’s output quality requirements at the proposed resolution and speed. The Senate’s standard priority is high-resolution output with vibrant color quality that aligns with Senate expectations.

20 Item 14 – Is a third party camera system acceptable? Is the customer utilizing a comparable system to this in current digital or ink jet printing?

A third-party camera system is acceptable, provided it integrates with the specific machinery proposed for use by the Senate and supports appropriate monitoring and data capture capabilities. The proposed integration must support efficient operations and applicable oversight requirements.

21 Optional Web-Fed Finishing – Is the expectation to run finishing inline with the press or to utilize nearline finishing. Allowing the press to run into a rewinder?

The Senate’s requirements for web-fed finishing support the implementation of nearline finishing. The proposed solution should include both a rewinder and an unwinder to accommodate the available options within the finishing line.

Acceptance Testing – Can the language of the acceptance testing be reviewed and revised? A digital press including all finishing running for 30 consecutive days for 13.5 hours per day without any kind of failure or downtime is not feasible. Suggestion would be to define an acceptable uptime for this period of time that does not include roll changes, idle time or preventative maintenance.

The Acceptance Testing requirements are stated in the solicitation’s standard requirements. The Senate does not intend to modify the requested acceptance testing standards established in the solicitation.
