About this opportunity

The Naval Supply Systems Command seeks audio equipment and software for the U.S. Navy Band through a sole source procurement, with quotation submissions due September 8, 2026 at 9:00 AM Eastern.

This is a brand-name-only, sole source acquisition under FAR Part 6.103-1(b), restricted to DiGiCo, Fourier Audio, and Sound Devices as the only sources able to fulfill requirements. The procurement is not set aside for small business, despite the NAICS code 334310 (Audio and Video Equipment Manufacturing) carrying a 750-employee small business size standard. Place of performance is Washington, DC, with delivery required to the U.S. Navy Band at 617 Warrington Avenue SE, Washington, DC 20374-5054 by September 30, 2026.

The solicitation covers 24 line items of commercial off-the-shelf audio equipment on a firm fixed-price basis: seven DiGiCo items (Quantum 338 Console, Quantum 338 Pulse Upgrade, cases, Quantum 112 Control Surface, DMI Dante Card, and Quantum 338 Fourier Card), one Fourier Audio Transform Engine, and 17 Sound Devices Astral items including wireless microphone systems, transmitters, handheld microphones, receivers, cables, antennas, and accessories. Quantities range from 1 to 30 units per line item. The estimated award date is September 19, 2026.

All equipment must be new, sourced from OEM or OEM-authorized channels in original packaging; refurbished, remanufactured, gray market, and counterfeit items are prohibited. Hardware includes full standard OEM commercial warranty. Software licenses must be registered in the name of The United States Navy Band with license keys and activation codes delivered electronically. Sole sourcing is justified by interoperability requirements with existing DiGiCo infrastructure and proprietary Optocore fiber optic network protocol. Award will be made to the responsible offeror with the lowest conforming price. All quoters must be registered in SAM.
