About this file
This is a Justification for Sole Source procurement document (Purchase Request 1301407490) for supplies being procured under Simplified Procedures with a micropurchase threshold or below the simplified acquisition threshold. The procurement is restricted to three manufacturers: DiGiCo, Fourier Audio, and Sound Devices, LLC, with a required delivery date of September 30, 2026.
The solicitation covers 23 line items of audio and sound equipment totaling an estimated amount (redacted). DiGiCo products comprise items 1-7, including the Quantum 338 Console, Quantum 338 Pulse Upgrade, Quantum 338 Case, Quantum 112 Control Surface, Quantum 112 Case, DiGiCo DMI Dante Card, and Quantum 338 Fourier Card. Fourier Audio provides the Transform Engine (item 8), while Sound Devices supplies items 9-23, including wireless microphone components, transmitters, antennas, cables, control units, and accessories such as the Astral AC-BALXLR4, Astral TX Transmitter, Astral Handheld Microphone, and various cable assemblies. The justification emphasizes that these are direct replacement parts for existing equipment and that sole sourcing is warranted due to interoperability requirements with the command's existing DiGiCo audio infrastructure and proprietary Optocore fiber optic network protocol. The document details technical specifications, compatibility constraints, and cost/operational impacts that necessitate these specific manufacturers and models. The procurement will be solicited in the Open Market on SAM.gov to authorized resellers.

Source Selection Information – See FAR 2.101 and 3.104
Estimated Amount:
Required Delivery Date: September 30, 2026
Describe in detail why only this source(s) can furnish the requirements to the exclusion of other sources.
These are "direct replacement" parts/components for existing equipment.
Additional justification information for Item # 1 – Quantum 338 Console
1 Mission Requirement a The requires an advanced audio console capable of supporting large-scale, high-profile productions with the following minimum performance specifications:
i Support for at least 156 simultaneous input channels ii Capability for 72 auxiliary/group busses to manage complex signal routing iii Operation at 96 kHz sampling rate to ensure low-latency audio transmission iv Ability to scale seamlessly between small, medium, and large production environments v Integrated system redundancy to ensure uninterrupted operation during mission-critical events 2 Interoperability and Existing Infrastructure a The command has made significant prior investment in DiGiCo audio infrastructure, including:
i ii Established system architecture based on DiGiCo consoles and proprietary networking b These systems rely on the Optocore fiber optic network protocol, a proprietary transport layer that enables:
i High-bandwidth, low-latency digital audio transmission ii Deterministic signal routing across multiple devices iii Built-in redundancy for mission assurance c The DiGiCo Quantum 338 is fully compatible with this infrastructure and integrates natively into the existing Optocore network without the need for additional conversion hardware or system redesign.
3 Technical Justification for Brand Selection a Only DiGiCo-manufactured consoles provide full compatibility with the existing Optocore-based system. Competing audio console manufacturers do not support native integration with:
i DiGiCo stage racks ii Existing I/O cards iii Optocore network architecture b Use of a non-DiGiCo console would result in:
i Incompatibility with existing equipment ii Requirement to procure entirely new stage racks and I/O systems iii Introduction of signal conversion layers, increasing latency and points of failure iv Loss of network redundancy and deterministic routing capabilities c This would significantly degrade system performance and reliability while dramatically increasing total program cost.
4 Cost and Operational Impact a Selecting a non-DiGiCo solution would necessitate:
i Replacement of existing stage racks and associated hardware ii Additional integration and engineering costs iii Increased training burden for personnel iv Higher lifecycle sustainment costs due to mixed-vendor systems b In contrast, the DiGiCo Quantum 338:
i Maximizes return on prior investment ii Minimizes integration risk iii Preserves system-wide interoperability iv Reduces total ownership cost 5 Scalability and Redundancy a The Quantum 338 leverages the Optocore fiber network, which provides:
i Seamless scalability across multiple consoles and stage racks ii Redundant fiber paths for failover protection iii Real-time, synchronized audio distribution across large production environments b These capabilities are essential to support mission-critical operations where system failure is not acceptable.
Additional Justification Info for Item #4 – Quantum 112 Control Surface:
1 Mission Requirement a The requires an advanced audio console capable of supporting large-scale, high-profile productions with the following minimum performance specifications:
i Support for at least 80 simultaneous input channels ii Capability for 24 auxiliary/group busses to manage complex signal routing iii Operation at 96 kHz sampling rate to ensure low-latency audio transmission iv Ability to scale seamlessly between small, medium, and large production environments v Integrated system redundancy to ensure uninterrupted operation during mission-critical events 2 Interoperability and Existing Infrastructure a The command has made a significant prior investment in DiGiCo audio infrastructure, including:

i High-bandwidth, low-latency digital audio transmission ii Deterministic signal routing across multiple devices iii Built-in redundancy for mission assurance c The DiGiCo Quantum 112 is fully compatible with this infrastructure and integrates natively into the existing Optocore network without the need for additional conversion hardware or system redesign.
