About this opportunity
The U.S. House of Representatives, through its Office of the Chief Administrative Officer, is conducting market research to identify qualified industry sources to inform future planning and operations of the Members' Dining Room (MDR) and potentially the Capitol Market located within the U.S. Capitol Building. This Request for Information (RFI) seeks industry insight, best practices, and innovative operational concepts for high-level, secure, and protocol-driven dining and hospitality operations that balance tradition, quality, operational agility, and fiscal responsibility within a historic and highly secure environment. Respondents must submit capability statements addressing nine specific areas, including company qualifications, relevant experience with historic or secure dining facilities, applicable best practices, operational recommendations, potential service models, renovation concepts within historic preservation constraints, and expansion of operating hours. The evaluation will focus on real-world experience, independent analysis, and demonstrated capability in comparable high-profile dining facilities. Key deadlines include February 5, 2026 for a webinar, February 18-19, 2026 for site walks, February 26, 2026 at 2:00 PM EST for questions, and March 23, 2026 at 2:00 PM EST for capability statement submissions.
This is a pre-solicitation notice with no set-aside designation, and no incumbent contractor information is disclosed in the RFI materials. Historical sales data reveals significant operational performance variation, with the MDR generating between $12,516.95 and $168,860.19 annually from 2016 to 2025, while the Capitol Market consistently generated substantially higher revenues ranging from $302,094.68 to $794,210.38 during the same period. The MDR facility comprises approximately 3,830 to 4,100 square feet of dining and service space, with dining room capacity varying from approximately 20 guests in the California Room to over 100 guests in larger spaces, and is scheduled to reopen in fall 2027 following a two-year kitchen renovation beginning August 2025. The facility currently operates as a fine dining venue for Members of Congress, their guests, and House officers during House sessions from 8:30 AM to 2:30 PM, with members expected to pay market prices for meals. This RFI is solely for planning, budgeting, and market research purposes and does not constitute a solicitation for proposals or create any obligation for contract award or payment.
