About this file
This is a Questions and Answers document for RFI OAM26017S regarding the Members' Dining Room (MDR) operations for the U.S. House of Representatives.
The document addresses vendor inquiries about the scope and operational parameters of the Members' Dining Room service. The RFI does not specifically address flatware, but vendors may submit capability statements demonstrating strengths in comparable high-profile or historic environments. Dining room capacity varies by seating configuration, ranging from approximately 20 guests in the California Room to over 100 in larger spaces. Members are expected to pay market prices for meals. The House currently has no reservation system in place; OpenTable was previously used. No exclusive catering rights have been determined at this stage. The MDR kitchen has been designed for onsite cooking capabilities, though certain appliances and work spaces may be shared with Capitol Market operations; final space allocation will be established at award. The previous cost model was commission-based, with future models to be determined during acquisition planning. Each contractor is independently responsible for procuring food and supplies and coordinating deliveries to designated Capitol complex locations while complying with security protocols and facility requirements. Kitchen renovations are underway, with finishes and fixtures being updated to current operational standards. The new floor and wall finishes will consist of durable, non-porous, easy-to-clean commercial-grade materials. Historical traffic data for 2016-2025 is available in Attachment 3, with patterns fluctuating significantly due to access policy changes, COVID-19 impacts, session periods, and kitchen closure for construction beginning August 2025. The House welcomes vendor proposals for aesthetic enhancements to the dining rooms that comply with historic preservation guidelines and renovation limitations.
