About this opportunity

The U.S. Department of State, through its Embassy in Kuala Lumpur, Malaysia, is soliciting quotations for production and design services related to the Freedom 250 Reception, a celebratory event commemorating the 250th Anniversary of the United States Declaration of Independence. The procurement seeks a single purchase order/contract for comprehensive design and audio-visual services, including physical design elements such as banners, signage, decorations, LED photo walls, and audio-visual equipment and technical support for a rock band performance. Contractors must include all items specified in Section 3.2 of the Statement of Work in their proposals and must maintain valid and active SAM.gov registration if their quotation exceeds $40,000 USD. Quotations must be submitted electronically to KualaLumpurDTO@state.gov by 12:00 noon on April 12, 2026, with the subject line "Quotation Enclosed - Freedom 250 Reception - Production and Design." The government's evaluation criteria and specific weighting are not detailed in the provided documents, though proposals must address flexible design elements adaptable to the final venue selection and include cost breakdown estimates for audio-visual services. No set-aside designation applies to this procurement, and there are no identified incumbent contractors. Questions regarding the solicitation should be directed to the Procurement Supervisor, Punitha, at ratnasingamp@state.gov, with the most recent Q&A clarifications issued on April 10, 2026.

This non-personal services contract is a Firm Fixed Price type covering the period from acceptance through July 2, 2026, with setup beginning as early as July 1 to accommodate overnight work for the event. The Freedom 250 Reception will accommodate approximately 1,400 guests at a major hotel or event space in Kuala Lumpur, Federal Territory of Kuala Lumpur, Malaysia, and must comply with strict security requirements established by the U.S. Embassy Regional Security Office and Malaysian security services. While no specific budget range is disclosed in the solicitation materials, all quotations must include applicable Malaysian Sales and Service Tax (SST) charges. The contractor is responsible for furnishing all design and audio-visual services not provided by the government or venue, though the venue contractor—selected under separate Solicitation 19MY3026Q0007—will independently handle certain decorations and audio-visual equipment. There are no requirements for contractors to be Malaysian-registered or to have local partners, provided they meet all SOW requirements and maintain valid SAM registration if applicable. The place of performance is Kuala Lumpur, Malaysia, with the final event date confirmed as July 2, 2026.
