About this file
This document is a Questions and Answers (Q&A) addendum for Solicitation No. 19MY3026Q0008 regarding the Freedom 250 Reception – Production and Design 2026, issued on March 19, 2026.
The Q&A addresses four key areas of clarification requested by potential contractors. Regarding venue planning, contractors are informed that no venue layout with sizing will be provided; proposals must contain flexible visual elements adaptable to the final venue selection. On sponsor displays, the government deferred specification of the number of sponsors, preferred display formats (standing banners, digital screens, or branded panels), and whether display design and production fall within contractor scope to a later date. Contractors are explicitly notified that launch gimmick production is outside the scope of programming design services. For audiovisual services and backline support, while specific details about musical performances will be provided later, contractors are required to submit cost breakdown estimates for AV services based on reasonable assumptions about the nature of performances and associated equipment needs.

Questions and Answers (W2)
Solicitation No.: 19MY3026Q0008 Freedom 250 Reception – Production and Design 2026
Date: March 19, 2026
Question 1 - We understand that the event will be held at a major hotel or event space in KL, which is procured through a separate contract with the U.S. Embassy. Since we are expected to submit a design plan, would you be able to share the venue layout with sizing with us? This is so we can plot the decorations and other elements, essentially helping us to provide you with a clearer cost breakdown. If the venue has not been set, do advise how we can best go about the planning.
Answer 1 - A venue layout cannot be provided at this time. Proposals should contain visual elements that have some flexiblity based on the venue chosen.
Question 2 - With regard to sponsor displays, could you advise on the number of sponsors, the preferred display format (e.g., standing banners, digital screens, branded panels), and whether design and production of these displays falls within the contractor's scope?
Answer 2 - This will be determined at a later date.
Question 3 - We would like to confirm if the launch gimmick production is part of our scope under programming design.
Answer 3 - No, it is not.
Question 4 - As we are required to submit a cost breakdown for AV services including backline support, would you be able to provide an idea of what kind of musical performance will be present? This will inform us what kind of backline equipment you need, hence affecting the cost breakdown.
Answer 4 – Details will be provided at a later date. Please provide an estimate.
