About this file

This document is a Questions and Answers (Q&A) clarification for Solicitation No. 19MY3026Q0008 for the Freedom 250 Reception – Production and Design 2026, issued on April 10, 2026.

The Q&A addresses five key clarifications relevant to proposal submission. Regarding scope boundaries, all items listed in Section 3.2 of the Production and Design Statement of Work must be included in proposals, with clarification that the venue contractor (covered under separate Solicitation 19MY3026Q0007) handles decorations and audio-visual equipment independently. For pricing, contractors must include any applicable Malaysian Sales and Service Tax (SST) charges in their quotations. On entity eligibility, there is no requirement for contractors to be Malaysian-registered or have local partners; all proposals meeting SOW requirements are acceptable provided the contractor maintains valid SAM registration. The event date referenced in the SOW is confirmed as accurate with no pending amendments. Finally, Standard Forms such as SF 1449 and SF 30 are not required for submission because this contract will be awarded as a single purchase order rather than through traditional federal contracting instruments.

Questions and Answers (W5)

Solicitation No.: 19MY3026Q0008 Freedom 250 Reception – Production and Design 2026

Date: April 10, 2026

Question 1 - Scope Boundary

We noted that Solicitation No. 19MY3026Q0007 (Venue) requires the venue contractor to provide decorations and audio-visual equipment. Could you confirm which items from the Production and Design SOW Section 3.2 remain the responsibility of the Production contractor, and which will be covered by the venue contractor?

Answer 1 - Please include all items listed in Section 3.2 of the scope of work in your proposal.

Question 2 – Tax Treatment

Should the quotation include or exclude Malaysian Sales and Service Tax (SST)?

Answer 2 - Please include any applicable SST charges in your proposal.

Question 3 - Entity Status

Must the contractor be a Malaysian-registered entity or have a locally registered partner in Malaysia to be eligible for this contract?

Answer 3 - All proposals meeting the requirements outlined in the SOW will be considered. Contractors must have a valid SAM registration.

Question 4 - Could you please confirm if this date is correct and if there have been any updates or amendments that may not have been posted yet?

Answer 4 – The date listed in the SOW is the date of the event.

Question 5 - Typically, we include Standard Form (e.g., SF 1449, SF 30, or similar) in our submissions, as these forms are essential during both the solicitation and submission stages. We would like to confirm whether these forms are indeed not required for this submission, or whether they have been inadvertently excluded from the documentation provided.

Answer 5 – This will be awarded as a single purchase order, which does not require the above listed forms.
