About this opportunity
The Department of State Office of Acquisition Management is conducting market research via Sources Sought Notice to identify small business vendors qualified to supply tactical, ballistics, and personal protective equipment for donation to vetted Mexican federal and state task forces supported by the U.S. Embassy Mexico's International Narcotics & Law Enforcement Affairs division, with capability statements due September 16, 2026 at 4:00 PM CST.
The requirement comprises 27 line items organized into three groups: Group 1 (Personal Protective Equipment, NAICS 423990) includes chemical protective suits, full-face respirators, respirator filters, fentanyl test strips, N95 respirators, and disposable chemical protection overalls in quantities of 416 units each; Group 2 (Tactical Equipment, NAICS 423850) includes angle grinders with batteries and chargers, cut-off wheels, torch kits, two-way radios, metal detectors, canopies, trauma aid kits, rescue kits, bolt cutters, binoculars, portable generators, and wrecking bars with varying quantities from 20 to 1,000 units; and Group 3 (Ballistics Equipment, NAICS 315990) specifies 416 units each of ballistic helmets, mandibles, and visors, helmet-mounted cameras, and 40 units of ballistic shields. A future RFQ will permit vendors to quote on one, two, or all three groups, though quoting on a specific group requires offering all equipment types within that group.
All equipment must be new and sourced through manufacturer-approved distribution channels. Delivery must occur within 90 business days of contract award to the U.S. Logistics Center in Brownsville, Texas. Warranty requirements include 12-month in-country coverage for most items and extended coverage (5 to 10 years) for ballistic equipment, all serviceable in Mexico without export or additional cost to either government. Respondents must submit capability statements including company information, UEI number, socioeconomic designations, relevant federal experience, PSC and NAICS recommendations, product alternatives with lead times, ITAR export requirements, and notional unit pricing to ModrakER@state.gov with reference 19AQMM26N0004.

Sources Sought Notice
U.S. Embassy Mexico—International Narcotics & Law Enforcement Affairs (INL Mexico)
Equipment for Mexican Vetted Units
INL Mexico seeks to provide tactical, ballistics, and personal protective equipment (PPE) to INL-supported vetted units, as well as federal and state task forces that collaborate with U.S. law enforcement agencies to disrupt cartel-related illicit activities. These units play a critical role in seizing fentanyl and other illicit drugs and goods, apprehending fugitives and individuals affiliated with cartels, and investigating cases linked to transnational criminal organizations (TCOs).
This Sources Sought Notice is part of the U.S. Government's market research efforts to identify capable small business vendors that are qualified and capable to deliver equipment for the U.S. Embassy Mexico City that will be donated to vetted units of Mexican agencies. The information gathered will help inform future procurement strategies and requirements including selection of applicable socioeconomic programs and small business set-asides for future procurement.
This Sources Sought is issued solely for information and planning purposes - it does not constitute a Request for Quotation (RFQ), Invitation for Bid (IFB), or Request for Proposal (RFP) or a promise to issue an RFQ, IFB or RFP in the future. This notice does not commit the U.S. Government to contract for any supply or service. Further, the U.S. Government is not seeking quotes, bids or proposals at this time and will not accept unsolicited proposals in response to this notice. The U.S. Government will not pay for any information or administrative costs incurred in response to this notice. Submittals will not be returned to the responder. Not responding to this notice does not preclude participation in any future RFQ, IFB, or RFP, if any is issued.
This equipment donation consists of twenty-seven individual types of equipment organized into three groups:
Group 1: Personal Protective Equipment
6 Equpiment Line Items

Group 2: Tactical Equipment

Planned NAICS Code: 423850
Group 3: Ballistics Equipment

All equipment must be provided through manufacturer approved distribution channels and must be new.
The government contemplates issuance of an RFQ that permits firms to quote on one, two, or all three equipment groups. However, quoting firms must be able to provide all equipment types within each group.
The contractor must be able to deliver the equipment to a receiving location in Brownsville, Texas, and provide personnel to participate in a joint inspection and inventory with personnel from the Department of State.
It is anticipated that the SOW will require that the contractor provide in country warranty support of required items
