About this file

This is a Sources Sought Notice issued by the U.S. Department of State's Global Acquisitions office on behalf of the U.S. Embassy Mexico's International Narcotics & Law Enforcement Affairs (INL Mexico) division. The notice is market research to identify small business vendors capable of supplying equipment for donation to vetted units of Mexican agencies.

The requirement consists of 27 individual types of equipment organized into three groups: Group 1 contains 6 Personal Protective Equipment line items (NAICS 423990), Group 2 contains 16 Tactical Equipment line items (NAICS 423850), and Group 3 contains 5 Ballistics Equipment line items (NAICS 315990). All equipment must be new and sourced through manufacturer-approved distribution channels. A future RFQ will permit firms to quote on one, two, or all three equipment groups, though firms quoting on a specific group must provide all equipment types within that group. The contractor must deliver equipment to Brownsville, Texas, and provide personnel for joint inspection and inventory with Department of State personnel. In-country warranty support in Mexico is anticipated as a contract requirement.

Respondents must submit capability statements by September 16, 2026, at 4:00 PM CST via email to ModrakER@state.gov with the reference number 19AQMM26N0004 in the subject line. Required submissions include company contact information, UEI number, socioeconomic program designations, relevant credentials and experience with federal buyers, PSC and NAICS code recommendations, a completed Equipment Specs Excel file with product alternatives, lead times, warranty applicability in Mexico, ITAR export permit requirements, and notional unit pricing. Respondents should provide estimated pricing aligned with project requirements and cost-minimization recommendations. This is market research only; no formal proposals, award requests, or mailing list requests should be submitted, and responses will not be returned.
