Summary of Draft Statement of Work: Equipment for Mexican Vetted Units

This is a draft Statement of Work (SOW) issued by the U.S. Department of State, Global Acquisitions, for the U.S. Embassy Mexico City—International Narcotics & Law Enforcement Affairs (INL Mexico). The SOW details procurement requirements for tactical, ballistics, and personal protective equipment to support INL-backed vetted Mexican federal and state units engaged in counternarcotics and counter-transnational criminal organization operations. The contractor must procure 27 line items (CLINs) comprising chemical protective suits, respirators and filters, fentanyl test strips, N95 masks, disposable coveralls, angle grinders with batteries and chargers, cutting wheels and torches, two-way radios, metal detectors, cut-off machines, canopies, trauma and rescue kits, bolt cutters, binoculars, portable generators, wrecking bars, ballistic helmets, mandibles, visors, helmet-mounted cameras, and ballistic shields. All items must be new, unopened, and sourced through manufacturer-approved distribution channels. The contractor shall provide specification sheets, photographs, and identification of any items with limited availability or extended delivery times.

Delivery to the U.S. Logistics Center in Brownsville, Texas (225 South Vermillion Avenue, Brownsville, TX 78521) must be completed within 90 business days of contract award, with no partial deliveries unless authorized in writing by the Contracting Officer. The contractor is responsible for all transportation, labor, export approvals, material safety data sheets, licenses, unloading, and equipment labeling per distribution lists. Prior coordination with INL Mexico Logistics is required; deliveries occur Monday–Friday, 08:00–17:00. A detailed bill of materials must be submitted five business days before shipment, including item descriptions, manufacturer names, model numbers, serial numbers, quantities, dimensions, unit and extended prices, and warranty dates. Warranty terms vary: 12-month in-country coverage for items such as respirators, grinders, and radios; 5-year coverage for ballistic helmets and mandibles; and 10-year coverage for ballistic shields. All warranties must be serviceable in Mexico without requiring equipment export and with no additional cost to the Government of Mexico or the U.S. Government. Inspection and acceptance occur upon physical inventory verification by INL Mexico representatives, after which the contractor may submit invoices. The contractor bears full responsibility for products until delivery and acceptance in Brownsville. Closeout documentation including original manufacturer documentation, user manuals, warranty information, and commercial invoices must be provided within 10 business days of delivery. This is a market research document; a formal solicitation may follow.
