About this opportunity

The U.S. Department of Agriculture seeks to lease office and related space in Garrett County, Maryland (Mt. Lake Park area), with proposals due July 1, 2026, at 2:30 p.m. Eastern. This is a Real Estate Lease Program (RLP) procurement under NAICS 531120 (Lessors of Nonresidential Buildings), with no set-aside restriction.

The Government requires 4,374 to 4,604 usable square feet (ABOA) in a contiguous first-floor space within a defined delineated area of Garrett County. The lease term is 15 years total: a firm 5-year term followed by an optional extension period, with Government termination rights in whole or in part on 120 days' notice after the firm term expires. Place of performance is Oakland, Maryland 21550.

Parking must include 7 reserved spaces for Government-owned vehicles, 18 reserved spaces for visitors, and 18 non-reserved employee spaces at no charge; additional parking may be located on-site or within one-quarter mile if pedestrian accessible. Pull-through turnaround areas must accommodate semi-trucks and cattle trailers, surfaced with gravel or stone capable of supporting their weight. A fully serviced lease is required, with the lessor providing all shell upgrades, tenant improvements, utilities, operating costs, real estate taxes, and parking. The space must be located outside the 100-year flood plain and comply with fire safety, accessibility, seismic, and sustainability standards including Energy Star certification or equivalent. An exterior 200-square-foot storage shed with a 10-foot by 10-foot door is required for ATVs.

The Government will occupy the space with 18 personnel: 3 from FSA, 14 from NRCS, and 1 from Rural Development. The facility must include 3 private offices (120 sf each), open office areas with 15 workstations and 3 touchdown stations, conference room (300 sf), break room with reception (150 sf), mail/copy area (177 sf), ADP server room (100 sf), two consultation/huddle rooms (80 sf each), and secure file storage (300 sf). Specific technical requirements include Category 6 ethernet or fiber optic data cabling, dedicated electrical circuits with isolated grounds for ADP equipment, ADA-compliant water station (water cooler acceptable in lieu of fountain), keyless cipher locks on staff doors and secure areas, and comprehensive physical security including hardened customer service counter with shatter-proof laminated glass, intrusion detection system with door/window contacts and motion sensors, duress/panic buttons, and emergency lockdown capability on the main entrance.

Construction work exceeding $2,000 must comply with Wage Rate Requirements (formerly Davis-Bacon), with prevailing wage rates per Department of Labor General Decision MD20260116 (effective January 2, 2026) ranging from approximately $24 to $56 per hour base wages plus fringe benefits. For new construction, the lessor must submit a Fire Protection and Life Safety (FPLS) Submittal demonstrating compliance with current building codes and a detailed Critical Path Method construction schedule within 15 working days of Notice to Proceed. All offerors must be registered in SAM.gov under "All Awards" (NAICS Code 531120) to be considered; if registration is processing, offerors must submit registration papers with their proposal.

Amendment 1 (May 11) corrected the delineated area boundary; Amendment 2 (May 18) extended the response deadline to July 1; Amendment 3 (June 18) clarified SAM registration, wage rate compliance thresholds, water cooler acceptance, and parking lot paving requirements. Offerors are strongly encouraged to contact Lease Contracting Officer Heather Schmitt (Heather.Schmitt@usda.gov, 724-482-5288) for a pre-proposal conference and layout/renovation reviews. The USDA team is unavailable the weeks of June 1 and June 22; offerors must request a review by May 27 to ensure scheduling. Award will be made to the lowest-priced technically acceptable offer evaluated on present value pricing methodology.
