About this file
This is Amendment 3 to a negotiated procurement solicitation issued by the Department of Agriculture's Farm Production and Conservation - Business Center for lease acquisition and administration services. The solicitation number is 57-24023-23-FA, originally issued on April 27, 2026, with this amendment dated June 18, 2026. The amendment does not change the proposal due date of July 1, 2026 at 2:30 PM Eastern Time.
The amendment provides four clarifications to the original solicitation requirements. First, entities must be registered in the System for Award Management (SAM.gov) to be considered; if registration is still processing, offerors must submit their registration papers with their proposal. Second, all construction work exceeding $2,000 is subject to Wage Rate Requirements compliance (formerly Davis Bacon), which must be incorporated into construction cost proposals. Third, the USDA will accept a serviced water cooler in place of a water fountain under the lease. Fourth, parking lot paving requirements include drives and parking spaces, with turnaround areas for large trucks and trailers surfaced with a minimum of gravel or stone capable of supporting the weight of such vehicles. Offerors must return a signed copy of this amendment with their proposals. Contact information for questions is provided by Heather Schmitt at 724-482-5288 or Heather.Schmitt@usda.gov.
