About this opportunity
The U.S. Coast Guard Surface Forces Logistics Center intends to solicit overhaul services for four Sentinel Class MTU 20V4000M93L QL4 diesel engines, with a Sources Sought response due May 26, 2026. The acquisition is anticipated to be restricted to one source—the original equipment manufacturer—but competitive offers will be considered if vendors meet all capability requirements. Place of performance is the vendor's facility with on-site dynamometer testing; completed engines ship to the USCG central warehouse in Baltimore, Maryland. Vendors must hold a current OEM distributor agreement with Rolls-Royce Solutions America, Inc., possess access to proprietary OEM data and service bulletins, employ RRSA/MTU-certified technicians, and demonstrate capability to perform dynamometer testing to full load (4,216 KW) in accordance with OEM run-in and acceptance test procedures. Overhaul scope includes engine opening and inspection with condition report, disassembly inspection, wear analysis using nondestructive testing, dynamometer testing, preservation using Glysacorr P133 antifreeze and Valspar LIC 50 white polyurethane enamel, packaging in climate-compatible long-term storage containers, MIL-STD-129R bar coding per specifications, and one-year warranty from installation or 1,000 operating hours. The period of performance is approximately six months. Responses should address company experience, prime contractor intent with SAM registration, statement of capability, and proposed mandatory and typical contingency parts with part numbers. Contact Mrs. Phyl'licia Jolley-Dixon at phyl'licia.l.dixon@uscg.mil. NAICS 811310; PSC J020.
