About this file
This is a technical specification (Revision 1) for the overhaul and analysis of RRSA/MTU 20V4000M93L marine diesel engines for the U.S. Coast Guard, issued February 2026 by the SFLC-PBPL-AMS1 department.
The specification requires the contractor to overhaul non-ready-for-issue engines that have reached 12,000-hour maintenance intervals or experienced catastrophic failure, in accordance with MTU Maintenance Schedule MA50075. Key deliverables include: receipt inspection and documentation (Appendix A), disassembly inspection with condition report (Appendix B), dynamometer testing to full load 4,216KW per MTU run-in/acceptance procedures (Appendix C), and monthly cumulative tracking reports (Appendix D). The contractor must conduct wear analysis on inducted engines using an approved nondestructive testing plan to assess operator-induced wear, maintainer-induced wear, and maintenance schedule appropriateness, with findings documented in a final wear analysis report. Additional requirements include engine preservation using Glysacorr P133 antifreeze at 50% volume, painting with Valspar LIC 50 white polyurethane enamel (3-5 mils), packaging in climate-compatible long-term storage containers, and providing one-year warranty from installation or 1,000 operating hours. The contractor must be an authorized RRSA/MTU distributor with access to service bulletins and the RRSA/MTU Central Data Base, employ RRSA/MTU-certified technicians, calibrate all tools and test equipment per ANSI/NCSL Z540-3, and be capable of overhauling a minimum of four engines. All work must incorporate current RRSA/MTU parts, components, processes, and practices, with the Government Furnished Equipment consisting of one diesel engine (NSN 2815-12-392-7931, 26,900 lbs), metal container (NSN 8150-01-F18-5402, 6,640 lbs), and factory wooden skid (2,250 lbs).
