About this opportunity

The U.S. Coast Guard seeks interior repainting services at Air Station Astoria in Warrenton, Oregon, with quotes due June 26, 2026. The procurement is a total small business set-aside, issued as a Request for Quotation (RFQ) under simplified acquisition procedures, solicitation number 70Z03326Q31190048.

Place of performance is Air Station Astoria, Warrenton, Oregon. Work is limited strictly to interior wall surfaces in designated areas shown on accompanying floor plan drawings; ceilings, floors, doors, door frames, windows, window frames, and baseboard trim are excluded. The contractor must complete all work within 90 calendar days of award, with operations Monday through Friday, 8:00 a.m. to 4:00 p.m. A mandatory bid walk occurred June 10, 2026 at 9:00 a.m.; failure to attend disqualifies the bidder. The NAICS code is 238320, Painting and Wall Covering Contractors, with a small business size standard of $19 million.

The contractor must supply all labor, materials, equipment, and tools including commercial-grade interior latex paint (eggshell finish), primer, patching compounds, and masking materials. Surface preparation includes cleaning and patching per ASTM C840; two coats of paint must be applied per ASTM D3928 with 100% edge-to-edge coverage. Work must be phased to occupy no more than two spaces simultaneously with 48 hours' notice before transitioning. A minimum two-year workmanship warranty is required. All personnel must be U.S. citizens or permanent residents with valid Real ID identification and comply with Coast Guard security protocols and OSHA standards.

The contract incorporates Davis Bacon Act prevailing wage rates for Clatsop County (updated June 15, 2026). Award will be made to the responsible offeror submitting the lowest priced offer determined technically acceptable, based on technical approach reasonableness, pricing completeness and reasonableness, and past performance relevance within the last five years. Offerors must submit up to three past performance examples of similar size and scope, be registered in SAM prior to award, and provide detailed pricing with material breakdown. Four amendments have been issued since May 12, 2026, including updated drawings as of June 22 and revised Davis Bacon wage rates.
