The contract requires twice-yearly comprehensive cleaning of exterior and interior windows, glazing, and structures from ground level to the 11th floor, including six open garden areas and three Compound Access Control buildings. Contractors must provide all materials, access equipment, and employ certified rope access operators for exterior cleaning, with key personnel including an on-site supervisor and project manager. The solicitation will use a Lowest Price Technically Acceptable (LPTA) source selection method, evaluating technical capability, past performance, and price. Critical dates include a virtual pre-proposal conference on January 14, 2025, a site visit on January 16, 2025, questions due by January 22, 2025, and proposal submissions due by February 14, 2025 at 16:00 CET.
The contract has no specific set-aside designation and the current incumbent is GAZE-A-GLAZE LTD, which held a 5-year contract previously. The solicitation covers a base year with four one-year option periods, totaling approximately 5 years of service for cleaning roughly 20,700 square meters of surface area. Contractors must maintain PS10,000,000 in public liability insurance per incident and comply with UK health and safety regulations, including COSHH and Work at Height Regulations. Out-of-hours cleaning will be conducted on Saturdays or American holidays from 7:00am to 3:00pm, with the compound having a maximum live load value of 20Kpa per square meter. The place of performance is the U.S. Embassy located at 33 Nine Elms Lane in London, United Kingdom, with strict security protocols requiring detailed visitor access documentation and vetting for all site visit participants.
