About this opportunity
The U.S. Army Materiel Command Mission and Installation Contracting Command Fort Eustis seeks an Exterior Dust Collection System (EDCS) for the Army Heritage and Education Center Exhibit Fabrication Shop in Building 952, Carlisle, Pennsylvania, with quotations due August 24, 2026 and questions due August 18. This is a Total Small Business Set-Aside with a small business size standard of 500 employees (NAICS 333413, PSC 4460).
The EDCS must deliver 3,895 cubic feet per minute of airflow across ten woodworking machine branch lines while maintaining approximately 4,000 feet per minute transport velocity, incorporating a high-efficiency outdoor-rated fabric filter dust collector with automatic cleaning and non-sparking blower, spark detection and extinguishment system with infrared detectors and water spray assemblies, abort damper of heavy-gauge galvanized steel, and no-return valve meeting NFPA 69 requirements and ATEX certification. The system must comply with current International Mechanical Code and National Fire Protection Association standards for combustible wood dust collection and fire protection.
The system must accommodate existing Building 952 electrical infrastructure: one 460-volt 3-phase 60-hertz exterior connection and three 120-volt 15-ampere interior breakers, plus a 50 PSI water supply. Installation occurs on an exterior concrete pad measuring 107 inches long by 62 inches wide by 8 inches deep; contractors are prohibited from performing any concrete pad construction or extension work, with the Department of Public Works handling all pad requirements. Amendment 1, posted August 19, removes concrete pad scope and associated costs from vendor quotes.
The contractor must provide turnkey delivery and installation, onsite startup, system balancing with airflow readings, operator training, one year of manufacturer-recommended maintenance, engineered and as-built drawings, and a minimum one-year full system warranty covering all parts, components, and labor at no cost to the Government. Delivery deadline is September 30, 2026. Work is performed Monday–Friday 0700–1630; outside-hours work requires three-business-day advance notice. Award is on firm fixed-price terms under FAR Part 12 evaluation: Technical (Pass/Fail), Past Performance (Eligible/Unacceptable), and Price (reasonableness). A mandatory site visit is scheduled August 19, 2026 at 9:30 AM, with registration required by August 18 at 5:00 PM.
