About this file
This is a Questions and Answers document from a federal contract solicitation addressing project implementation and deliverable requirements.
The document clarifies three key aspects of the contract: (1) Project commencement requirements—an initial post-award kickoff meeting combined with an onsite walkthrough and/or site survey with the government team and awardee is sufficient to establish project start and satisfy FY 2026 fiscal year requirements; (2) Duct clean-outs—these are not explicitly required in the Product Description, and vendors must bid based strictly on written specifications, though vendors may propose them as part of their design to meet performance and continuous operation requirements, provided they are clearly itemized and priced separately; and (3) As-built drawings and engineered drawings are required upon project completion as stated in the extended CLIN description. Regarding Professional Engineer stamps, the solicitation does not explicitly mandate a state-licensed PE stamp at the federal level; however, vendors are responsible for complying with all local building codes, state laws, and Authority Having Jurisdiction (AHJ) requirements, and must provide PE-stamped drawings if required by the local municipality or facility for permit approval or mechanical/electrical installation authorization.

Question: Due to the projected lead times on equipment and need to commence work prior to the end of FY 2026, what action(s) would meet the requirements in order to classify the project as started?
Government Answer: To officially commence work and satisfy fiscal year requirements prior to the end of FY 2026, an initial post-award kickoff meeting combined with an onsite walkthrough and/or site survey with the government team and the awardee will be considered sufficient to establish project start.
Question: Will duct clean-outs be required? – I believe it was decided it would be beneficial to have at least (2) installed on the main duct trunk line.
Government Answer: Duct clean-outs are not explicitly specified or required in the current Product Description. Vendors should bid based strictly on the written specifications provided in the solicitation. If an individual vendor chooses to include duct clean-outs as part of their proposed design to meet the overall performance and continuous operation requirements, it must be clearly itemized and priced within their proposal.
Question: Are “As built” site drawings required to be submitted at the end of the project?
And would they be required to be stamped by a registered PE?
Government Answer: Yes, as built drawings and engineered drawings are required upon project completion, as stated in the extended CLIN description.
Regarding a Professional Engineer (PE) stamp: The solicitation text does not explicitly mandate a state-licensed PE stamp at the federal level. However, vendors are responsible for complying with all local building codes, state laws, and Authority Having Jurisdiction (AHJ) requirements. If the local municipality or facility requires a PE stamp to approve the mechanical/electrical installation or to issue permits, the vendor must provide stamped drawings accordingly.
