The site visit is scheduled for August 19, 2026, at 9:30 a.m., beginning at AHEC, 950 Soldiers Drive, Carlisle, PA 17013. The facility is a secure building. No more than two representatives per company may attend due to limited seating, and all attendees must be pre-registered by submitting the registration form (provided on page 2) to the Contracting Office. The Government reserves the right to deny admittance to unregistered representatives, those exceeding the two-person limit, or any individual whose behavior does not meet standards of "Good Order." Visitors without a Federal government-issued identification card (CAC Card) must request a visitor's pass by completing the CbKs (DES) Form 228-R-E and submitting it to the Carlisle Barracks Visitor Center (located at 870 Jim Thorpe, open M-F 0700-1700) via fax at (717) 245-3750 or by calling (717) 245-3721/245-3733/245-3725. The completed CbKs form must be submitted only to the Visitor Center to avoid personally identifiable information violations. Representatives should arrive early if unable to submit the form in advance, and they must secure all electronics (cell phones, tablets, smartwatches, etc.) in provided lockers upon arrival at the secure building.

Carlisle Barracks Visitor's Pass Instructions

To request a pass, please complete the CbKs (DES) Form 228-R-E which will be used to vet the visitor through the National Crime Information Center Interstate Identification Index (NCIC- III) and ALERTS for a criminal history check. Upon a favorable criminal history check, an installation pass will be issued.

To have the pass prepared ahead of time, fax the completed form to the Visitor Center at (717) 245-3750. You will pick up the pass from the Carlisle Barracks Visitor Center when you arrive for your site visit. You can also call 717-245-3721 / 245-3733 / 245-3725 for email instructions.

If you are unable to send your CbKs (DES) Form 228-R-E ahead of time, you should arrive early to the Carlisle Barracks Visitor Center to request a pass.

The Carlisle Barracks Visitor Center is located at 870 Jim Thorpe, and is open M-F 0700-1700.

For more information about access to Carlisle Barracks, please go to the Visitor Center website:

https://www.armywarcollege.edu/visitorcenter/

Please do not send your completed CbKs (DES) Form 228-R-E to the Contracting Office!

Your CbKs (DES) Form 228-R-E needs to be submitted to the Visitor Center ONLY. To send it to the Contracting Office will constitute a reportable 'leak' of Personally Identifying Information (PII). Please don't make us do that paperwork again!

The only document that you will send to the Contracting Office is your Registration from page 2.
