About this opportunity
The U.S. Army Mission and Installation Contracting Command, on behalf of the U.S. Army Materiel Command, is seeking innovative commercial technologies, products, and services for enterprise-wide mold mitigation, neutralization, and mold growth prevention in Army Barracks rooms under a Commercial Solutions Opening authorized by RFO DFARS Subpart 212-70; solution briefs and white papers are due by 4:30 PM EDT on July 24, 2026. The CSO welcomes both traditional and non-traditional defense contractors and will result in fixed-price contracts under RFO FAR Part 12 Commercial Item Procedures, with potential awards extending through fiscal year 2028. The Government reserves the right to pursue alternative contracting methods, including Other Transaction Authority, based on Phase 1 responses and continued analysis; any such change will be communicated via sam.gov.
Solutions must be highly economical regarding procurement costs, installation, operation, and lifecycle maintenance. Submissions must address one or more of four Areas of Interest: Enterprise Monitoring (low-cost sensor networks), Novel/Alternative Mitigation (non-UV technologies), UV Light Solutions (automated systems with occupancy sensors), or Industry Solutions (alternative approaches). Phase 1 requires Solution Briefs and White Papers not exceeding 10 pages or 20 slides, evaluated on Technical Merit and Efficacy, Economic Viability, Manpower Efficiency, and Scalability (CONUS to OCONUS). Contractors must hold a Unique Entity ID, register in SAM, and register in PIEE Wide Area Workflow. Companies may submit multiple solution briefs addressing separate concepts. Phase 2 involves optional presentations at Government invitation; Phase 3 requests detailed Commercial Solution Proposals in two volumes. Submit to Ingrid Smith (ingrid.v.smith.civ@army.mil), Avangela Ligons-Sutton (avangela.y.liggons-sutton.civ@army.mil), or MAJ Eric Blankenmyer for objective and preparation questions. No Government funding covers submission development costs, and a CSP request does not guarantee award.

*****START OF 30 JUN UPDATE*****
The Commercial Solutions Opening has been updated and amended as shown at the attached (A001 document) and summarized as follows:

*****END OF 30 JUN UPDATE*****
The U.S. Army Mission and Installation Contracting Command (MICC), on behalf of the U.S. Army Materiel Command (AMC), is seeking innovative commercial technologies, products and/or services that will provide enterprise-wide mold mitigation, neutralization, and mold growth prevention in Army Barracks rooms.
This Commercial Solutions Opening (CSO) will utilize a solicitation process authorized by Revolutionary FAR Overhaul (RFO) DFARS Subpart 212-70. Under this CSO, the Department of War (DoW) will be allowed to competitively procure innovative commercial technologies, products and/or services that will provide Enterprise-wide mold mitigation, neutralization, and mold growth prevention in Army Barracks rooms. CSO procedures provide a streamlined acquisition process and simplified contract terms resulting in RFO FAR-based contracts awarded under RFO FAR Part 12 Commercial Item Procedures. Both traditional and non-traditional defense contractors may be awarded contracts under this CSO. Under a CSO DoW contracting officers may competitively select proposals received in response to a general competitive solicitation, similar to a broad agency announcement, based on a review of proposals by scientific, technological, or other subject matter experts.
While the CSO herein specifies procedures for a resulting RFO FAR-based Part 12 contract, the MICC reserves the right to pursue alternative contracting methods upon Government review of Phase 1 responses (as requested herein) and continued Government analysis. This includes the potential for pursuing Other Transaction Authority. Any change in approach will be communicated to the public via sam.gov.
Note, the Notice ID herein, W91QEY26SMOLD, may be updated at a later date with a procurement system generated number (i.e., updating the last four digits/fields). Any change to the ID/instrument number will be communicated via sam.gov.
