About this opportunity
The Mississippi Valley Division of the United States Army Corps of Engineers issued a Commercial Solutions Opening (CSO) authorized by 10 U.S.C. 3458 and DFARS 212.70, seeking innovative commercial products, technologies, and services across seven areas of interest supporting navigation and flood risk management in the Mississippi River system through May 28, 2027. The CSO operates on an open-continuous basis; solutions need not be commercially available but will be treated as commercial items for procurement purposes.
The seven Areas of Interest are: Maintenance of Authorized Channel Dimensions to Sustain Navigation and Production Efficiency; Materials and Repair Methods for Navigation Structures; Comprehensive Above- and Below-Water Imaging of Navigation Structures; Locating Subaqueous Subsurface Objects; Sedimentation Prediction Modeling for Navigable Waterways; Navigation and Flood Risk Management Project Delivery; and Non-Structural Dry Floodproofing.
The CSO operates in two steps, beginning with solution brief submissions limited to three pages in PDF format with 1-inch margins and 12-point Arial font. Briefs must address the proposed solution and mission impact, alignment with an AOI with evidence of fulfilling requirements or closing capability gaps, demonstration of innovation and feasibility with commercial marketplace examples, and a Rough Order of Magnitude price estimate. Offerors must be registered in SAM.gov with the registered address matching the submission address. Solution briefs are due by 5:00 PM EST on May 31, 2027, submitted to Alicia.K.Bounds@usace.army.mil and Whitney.R.Dee@usace.army.mil. Selected solutions advance to RFP if funding is available; unselected offerors receive notification within 30 days. Resultant contracts will be firm-fixed price under FAR Part 12 or other appropriate FAR parts, evaluated on technical innovation and feasibility, mission effectiveness enhancement, and price reasonableness.
