About this opportunity

The Department of the Interior Fish and Wildlife Service seeks repair and improvement of five damaged trails at Santa Ana National Wildlife Refuge in Alamo, Texas, with proposals due August 25, 2026. The procurement is a total small business set-aside, NAICS code 237310 (Highway, Street, and Bridge Construction), size standard $45 million.

Place of performance is Santa Ana National Wildlife Refuge in Alamo, Texas. The five named trails—Pintail Lakes, Pintail 3 West, Chachalaca, Willow Lakes, and Tower—sustained significant damage from a March 27, 2025 flooding event (13.38 inches of water). The scope comprises five tasks: rehabilitate 6,630 linear feet of existing granite-surfaced trails by laying 2-3 inches of granite aggregate, compacting, and spraying stabilizing binder; create 550 linear feet of new granite-surfaced trails using geogrid and applying 6 inches of granite aggregate compacted to 4 inches with binder; apply binder spray to 11,300 linear feet of existing granite-surfaced trails after clearing debris; construct 3,330 linear feet of new caliche-surfaced trails and roads (2,400 feet at 10-foot width, 930 feet at 6-foot width) using geogrid and compacting to 10 inches; and implement safety cones and flagging throughout. Materials must include Flexible Base Type B caliche (75% granite, 25% clay) and decomposed granite aggregate with matching composition. Binder is mandatory and must be itemized separately in pricing. Transportation equipment must use dump truck end dump tailgate spread to avoid tree removal.

Performance period is September 7 through October 21, 2026, with work completed within 45 calendar days of notice to proceed. Work occurs sunrise to sunset, Monday through Saturday, excluding federal holidays. Anticipated project cost ranges from $300,000 to $500,000. Performance and payment bonds equal to 100% of contract price and liability insurance with minimum $500,000 per person, $500,000 per occurrence, and $1,000,000 property damage are required. Davis-Bacon prevailing wage rates apply. Evaluation criteria are price, technical capability (project approach and schedule), and past experience on similar projects within the past five years. Organized site visit was held August 4, 2026. Amendment 0001, effective August 5, 2026, updated the Statement of Work and incorporates answers to contractor questions; offerors must acknowledge receipt of this amendment before proposal submission.
