About this file
This is a Questions and Answers document (Amendment 0001) for federal solicitation 140FGA26R0029 issued by the U.S. Fish and Wildlife Service (USFWS).
The document addresses five clarifying questions from contractors regarding a trail rehabilitation project. Key requirements include: (1) a binder is mandatory and must be itemized separately in pricing, though contractors may propose either spray application or powder mixing methods as both are acceptable if they achieve desired results; (2) caliche material must be sized at 2½–3 inches with no color preference; (3) transportation equipment must utilize dump truck end dump tailgate spread to avoid tree removal, rather than 18-wheelers or belly dump trailers; and (4) the scope of work has been revised to include rehabilitation of existing granite on Pintail 3 west trail, with details provided in the revised statement of work accompanying this amendment. The responses indicate flexibility in implementation methods while establishing clear constraints on equipment selection and mandatory inclusion of binding materials at itemized cost.

Solicitation: 140FGA26R0029 Amendment 0001
Questions and Answers
1. Is there any specific binder wanted? Is the binder a must? It will add a significant cost to job. Binder cost more then the material itself.
USFWS Response The binder is costly but must be included. Please ensure that when submitting pricing, it is itemized.
2. Should the binder be applied as a spray or incorporated as a powder mixed with the granite? Is it advisable for contractors to submit bids including both options and associated costs? Background: Spray application is more straightforward but incurs higher expenses; mixing the binder into the granite is more labor-intensive yet generally more cost-effective.
USFWS Response:
We are open to any approach that effectively achieves the desired result.
3. Are there specific equipment requirements for transporting caliche within the refuge, such as belly dump trailers versus dump trucks? Background: Utilizing belly dump trailers necessitates additional space, tree removal, and the placement of riprap on turns, whereas dump trucks would require twice as many loads but avoid tree removal. Costs for both methods are approximately equivalent.
USFWS Response:
To avoid tree removal, we prefer the use of dump truck end dump tailgate spread, rather than 18-wheelers or belly dump trailers.
4. Should the existing granite on Pintail 3 west trail also be rehabilitated? Background: This section currently features 6-foot-wide granite that could benefit from resurfacing but was not included in the original scope of work.
See the revised statement of work included as part of amendment 0001
5. Is there a preference regarding the color of the caliche?
There is no preference concerning color; specifications pertain only to size (2 ½–3 inches).
