Performance Work Statement Summary

This Performance Work Statement (PWS) is a non-personnel services contract for the U.S. Fish & Wildlife Service to repair and improve trails at Santa Ana National Wildlife Refuge in Alamo, Texas. The contract is firm-fixed price with a 45-day period of performance. The contractor must furnish all materials, equipment, personnel, supplies, transportation, tools, and supervision necessary to complete the work. The refuge sustained significant flooding damage on March 27, 2025 (13.38 inches of water), causing erosion, washouts, and surface material loss on trails and roads that serve 365 days annually for visitor recreation and staff habitat maintenance.

The work comprises five specific tasks: (1) rehabilitate existing granite surfacing on 5,700 linear feet of trails (6 feet wide) by laying 2-3 inches of granite aggregate, compacting with a vibratory roller packer, and spraying stabilizing binder; (2) create new granite surfacing on 550 linear feet of trails (6 feet wide) using Tensar TriAx Geogrid, laying 6 inches of granite aggregate, compacting to 4 inches, and spraying binder; (3) spray stabilizing binder on all existing granite-surfaced trails totaling 11,300 linear feet (6 feet wide) after clearing leaf litter and debris; (4) apply new caliche surfacing to 3,330 linear feet of trails/roads (2,400 feet at 10 feet wide and 930 feet at 6 feet wide) using geogrid and compacting to 10 inches; and (5) maintain safety cones and flagging tape throughout all work. Materials must include Flexible Base Type B caliche (75% granite, 25% clay) and decomposed granite aggregate with matching composition. The Contracting Officer Representative is Joe D'Arrigo (956-784-7630 or 580-514-5805). Performance standards require uniform trail/road widths (6-10 feet), correct depths (4 inches for granite, 10 inches for caliche post-compaction), and level finished grades with no potholes, subject to 100% daily inspection.
