About this opportunity
The Fish and Wildlife Service intends to solicit trail repairs and improvements at Santa Ana National Wildlife Refuge in Hidalgo County, Texas, under a Total Small Business set-aside, with a sources-sought deadline of June 24, 2026 and formal solicitation anticipated around July 1, 2026.
Place of performance is the refuge in Alamo, Texas. The work responds to damage from a March 27, 2025 flooding event and comprises four primary tasks: rehabilitating 5,700 feet of existing granite-surfaced trails; creating 550 feet of new granite-surfaced trails with geogrid base; spraying stabilizing binder on 11,300 feet of existing granite trails; and surfacing 3,330 feet of new caliche trails and roads (ranging 6–10 feet wide) with geogrid and compacted caliche to 10-inch depth. All materials must meet specific standards: granite aggregate and caliche must consist of 75% granite and 25% clay, be free of vegetation and deleterious substances, and compact readily. Work must be performed between sunrise and sunset, seven days per week except federal holidays, with 100% daily COR inspection and maintenance of correct widths, depths, and level finish grade. The contractor must develop and submit a Quality Control Program within 30 days of award.
The contract is firm-fixed-price with a 60-day period of performance. The estimated construction magnitude is between $250,000 and $500,000. All small business categories are eligible, including 8(a) participants. Responses to the sources-sought notice must be submitted by June 24, 2026 at 3:00 PM Eastern Time to Ian Young at Ian_Young@ios.doi.gov and must include a UEI number, business type designation, and documentation of two to five similar past projects with final price, location, date, and description. NAICS 237310 applies; size standard is $45 million.
