About this opportunity
The Pretrial Services Agency (PSA) is seeking a contractor to provide two separate conference venues for their FY26 Kick-Off Conferences, with the first being a two-day event for approximately 110 management team members scheduled for August 13-14, 2025, and the second being a three-day event for approximately 90 bargaining unit employees scheduled for September 9-11, 2025. Both conferences must operate from 7:00 AM to 6:00 PM daily and be located within a 20-mile radius of PSA's Washington, DC office at 633 Indiana Avenue, NW, with venues required to be within 0.5 miles of public transportation. The solicitation requires offerors to demonstrate technical capabilities including venue photographs, floor plans, banquet-style seating arrangements, key personnel assignments, and provision of four reserved on-site parking spaces. Evaluation will be conducted using three factors: Technical Capabilities (most important), Past Performance, and Price, with award intended for the Lowest Price Technically Acceptable offer. The deadline for questions is May 29, 2025 at 1:00 PM EST, and electronic quotes must be submitted by June 16, 2025 at 11:00 AM EST to specified government email addresses.
This procurement does not utilize any small business set-aside designations and is an unrestricted solicitation conducted under Simplified Acquisition Procedures. No incumbent contractors or current service providers are identified in the solicitation documents. While no specific contract value or budget range is disclosed, the procurement falls under the NAICS code 611430 for Professional and Management Development Training with a small business size standard of $10 million. The conferences will accommodate a total of approximately 200 participants across both events, with the management conference spanning two consecutive weekdays and the bargaining unit conference spanning three consecutive weekdays. Performance will take place in the Washington, DC metropolitan area, specifically within the 20-mile radius requirement that encompasses DC, Maryland, and Virginia locations, with the successful contractor required to provide detailed venue specifications and maintain key personnel on-site throughout both conference periods.
