About this opportunity

The Department of the Interior National Park Service Pacific West Region seeks firm fixed-price quotations for installation of two government-owned security gates at Lewis and Clark National Historical Park near Astoria, Oregon, with proposals due June 10, 2026 and questions due June 5, 2026 at 2:00 pm PT. This is a total small business set-aside under NAICS code 238190 with a $19 million size standard.

Place of performance is Lewis and Clark National Historical Park in Clatsop County, Oregon. The period of performance runs from June 22 through July 21, 2026, with the contractor required to commence work within 10 calendar days of notice to proceed and complete all work within 30 days thereafter. The estimated project value ranges from $40,000 to $75,000, though the government reserves the right to select offers below, at, or above this figure based on best value and fund availability.

Work scope includes demolition of existing gate structures, excavation of post holes (3 feet deep by 18 inches diameter), excavation for battery and hardware housing units (2 feet by 2 feet by 1 foot), and approximately 300 linear feet of combined trenching for electrical conduit at both the Visitor Center Entrance Road and South Netul locations. Amendment 0001 clarifies that at South Netul, the contractor must remove the gate, log pilings (palisades), and concrete pads—not the gate alone. The contractor must obtain electrical permits, coordinate inspections, program the automatic gates including control units and sensors, test remote operation and safety shutoffs, and complete all work by June 1st. Work is subject to archaeological monitoring and Davis-Bacon wage requirements.

Quotations must include a detailed labor breakdown by job category with hourly rates and hours of work, unit pricing per square foot for grading, relevant project experience from the past six years, technical approach, and proof of current Oregon Construction Contractors Board licensing. Contractors must maintain active SAM.gov registration with completed representations and certifications, carry $500,000 liability insurance per occurrence, and furnish a release of claims. Email submissions only to hal_hoversten@ios.doi.gov. Performance bonds are required, furnished within 10 days of award. Evaluation criteria include price, relevant experience, current licensure, technical approach, and past performance references.
