About this opportunity

Military Sealift Command seeks proposals for open-ocean tow services to transport one U.S. Army Runnymede-Class Large Landing Craft from Fort Eustis, Newport News, Virginia to Yokohama, Japan, with proposals due July 6 at 1100 Eastern Time. This is a Total Small Business Set-Aside conducted under FAR Part 12 simplified procedures.

Place of performance is Japan. The procurement requires one U.S. Flag, ocean-going certified tug built in 1970 or later with sufficient bollard pull to tow the LCU (1,087 long tons displacement, 174 feet length, 42 feet beam, 9 feet maximum draft) at a minimum speed of six knots for five-knot speed of advance in Beaufort 5 conditions, in compliance with the U.S. Navy Tow Manual. The vessel must be fully bunkered, possess internet and satellite phone capability, and obtain an Independent Marine Surveyor. Offerors must prepare a comprehensive towing package with technical evaluations and certifications, provide tow bridles and emergency lines, perform nondestructive testing of LCU fittings, and coordinate Panama Canal transit on a reimbursable basis. Total laytime is four days with layday commencing August 17. Small business primes and similarly situated small business subcontractors must perform at least 50 percent of the service portion; fuel must be included in the firm fixed-price lump sum and is not reimbursable, while other reimbursable items such as marine operating costs are subject to Part III(z) and should not be included in firm fixed price or demurrage. Minimum submission requirements are ship name, price, and signature on the offer document. The NAICS code is 483111, Deep Sea Freight Transportation. Service Contract Act wage determinations apply (2015-0213 Revision 40, effective April 27). Amendment A0001 and Q&A 0002 were released July 2; Q&A 0001 was released July 1.
