About this file

This is Amendment 0001 to Request for Proposals (RFP) N3220526R6111, issued by Military Sealift Command Norfolk, Strategic Sealift Program Support Office, N103A on 02 July 2025. The amendment modifies the original RFP dated 26 June 2026.

The amendment establishes mandatory submission requirements for proposal validity. In accordance with MSC TUG CON Proforma Part VIII(A)(11), all valid submissions must include at a minimum: a ship name, a price, and a signature on the offer document. Proposals lacking any of these three elements will not be considered for evaluation and award. The amendment also clarifies that proposals will be reviewed for compliance with submission requirements outlined in Part VIII(a)(18), and failure to provide any required submission elements may result in a proposal being ineligible for award. Additionally, Part VIII(l) addresses Service of Protest procedures. All other terms and conditions of the original RFP remain unchanged. The amendment is signed by Christopher Tomlin, Contracting Officer, N103A.
