About this opportunity

The Government Publishing Office seeks proposals for Trusted Traveler Program (TTP) printed sleeves and inserts to support the Government Secure & Intelligent Documents (GSID) business unit, with proposals due September 18, 2026, at 5:00 PM EST and questions due September 8, 2026, at 10:00 AM EDT. Amendment C0003, issued September 17, clarified liquidated damages calculation and extended the deadline by one day; Amendments C0001 and C0002 removed ISO 9001 certification requirements, contractor security requirements (Attachment J.3), and profit evaluation criteria, and revised the pricing template. GPO anticipates award of a single IDIQ contract with firm-fixed-price delivery orders for commercial items under MMAR Part 12.

Place of performance includes GPO Central Receiving in Washington, DC and Stennis Space Center, Mississippi, with deliveries 8:00 AM to 3:00 PM Monday through Friday. Products must feature EMI shielding material, PMS 295 plus clear UV coating for sleeves and PMS 295 for inserts, and pass RFID blocking testing at 860–960 MHz, shielding effectiveness equivalent to GSA-approved FIPS 201 card sleeves, and physical protection specifications. The contract covers a one-year base period (October 2026–September 2027) plus four one-year options through September 30, 2031, with annual quantities ranging from one to 5,500,000 units per contract line item across five CLINs. Prices are firm fixed-price, inclusive of all overhead, administrative costs, and delivery. The contractor must provide continuity and disaster recovery plans and monthly production reports, and provide 12 months' advance notice before discontinuing production or reducing manufacturing capacity.

Evaluation criteria weight technical approach (most important), corporate capability and experience (second most important), and past performance (least important), with sample testing on pass/fail basis. Liquidated damages for each CLIN are capped at the lesser of $82,000 per day or 10 percent of the total delivery order amount. Technical proposals (maximum 45 pages) must include 100 unit samples.
