About this file

This is Amendment C0001 to RFP 040ADV-26-R-0040, issued by the Government Publishing Office (GPO) on September 3, 2026, with an effective date of September 11, 2026. The amendment responds to vendor questions and revises contract requirements accordingly.

The primary changes address inspection and acceptance procedures, technical specifications, and contract clauses. Section E.3 (Inspection and Acceptance) has been substantially revised to require the Government to furnish written notification of negative inspection results within 48 hours (reduced from seven days) and establish a 12-month inspection window. Contractors must submit initial written corrective action responses within ten business days of notification of nonconforming deliverables, identifying proposed corrective actions, resolution schedules, and requests for follow-up testing. Complete resolution must occur within 90 calendar days unless the Contracting Officer authorizes an extended timeline in writing. The amendment removes the ISO 9001 certification requirement from Section H.17 and eliminates Section J.3 (Contractor Security Requirements). Additionally, multiple MMAR clauses are removed: 52.215-8 (Order of Precedence), 52.232-1 (Payments), 52.232-9 (Limitation on Withholding of Payments), 52.232-11 (Extras), and 52.232-17 (Interest).

The amendment includes a Questions and Answers section addressing ten vendor inquiries regarding contract type (new IDIQ award), RFID shielding frequency specifications (860–960 MHz UHF requirement governs), GSA Approved Products List documentation alternatives, testing methodologies and cost responsibility (GPO bears Government evaluation testing costs), sleeve dimensions (3.33 x 2.25 inches confirmed as correct), attachment method discretion (offeror's choice provided requirements are met), guaranteed minimum quantities (one unit), quantity bands and pricing (maximum 5,500,000 units annually with one firm-fixed unit price per CLIN), past performance references (up to five within 36 months), and removal of security requirements. Offerors must acknowledge receipt of this amendment prior to the solicitation deadline through completed amendment forms, acknowledgment on offer copies, or separate written communication referencing solicitation and amendment numbers.

Summary of Changes

Provide responses to questions received from vendors and to amend the RFP below:

1. Section E.3 Inspection and Acceptance is amended, and E.3.b.c) is removed.

E.3.b.c) “Written notification of negative inspection results will be furnished to the Contractor within seven (7) days after the Government received a product that is considered to be nonconforming.

The Contractor has ten (10) business days to resolve an unapproved deliverable.”

Section E.3(b) is added: The Contractor shall submit an initial written corrective action response within ten (10) business days after notification of the nonconforming or unapproved deliverable. The initial response shall identify the Contractor’s proposed corrective action, anticipated schedule for resolution, and any request for follow-up inspection or testing, as applicable.

The full Section E reads as follows:

E.3 INSPECTION AND ACCEPTANCE

(a) Inspection and acceptance of supplies to be furnished hereunder shall be performed at place of performance or destination, by the COR or their designated representative, in accordance with Section E.2, and any other provisions specified in this contract. The Government reserves the right to conduct any inspection and tests it deems reasonably necessary to assure that the supplies provided conform in all respects to the contract specifications. Supplies, which upon inspection, are found not to be in conformance with contractual specifications shall be promptly rejected and notice of such rejection, together with appropriate instructions, will be provided to the Contractor by the Contracting Officer.

(b) Inspection will be completed within twelve (12) months after receipt of product. Written notification of negative inspection results will be furnished to the Contractor within 48 hours after the Government inspects a product that is considered to be nonconforming.

Any result of FAIL will require the Contractor to:

1. Cure the rejection reasons.

2. Provide written notice to the COR of the following:

a. The corrective action taken to cure the defect.

b. Request for a follow-up test.

c. All subsequent tests shall follow the same procedure as the initial test.

A result of PASS will require the Contractor to:

1. Issue notice to the COR in writing that will document the beginning the twelve (12) months materials Warranty Period.

2. A result of PASS will constitute performance of the contract and begin the Warranty Period.

The Contractor shall submit an initial written corrective action response within ten (10) business days after notification of the nonconforming or unapproved deliverable. The initial response shall identify the Contractor’s proposed corrective action, anticipated schedule for resolution, and any request for follow-up inspection or testing, as applicable.

The Contractor shall complete resolution of the unapproved deliverable, including correction, replacement, or other Government-approved disposition, within ninety (90) calendar days after notification, unless a longer period is authorized in writing by the Contracting Officer. Resolution of unapproved product may include but is not limited to; internal investigation of their processes, root cause analysis, written explanation of the issue, identification of the scope of the problem, steps taken to mitigate future risk, and the recommended disposition of the affected products or materials. If it takes longer than 90 calendar days to resolve a problem, the time will be authorized in writing by the

Contracting Officer.

Responsibility for Rejected Supplies. If, after notice of rejection, the Contractor fails to remove or provide instructions for the removal of rejected materials pursuant to the Contracting Officer's instructions, the Contractor shall be liable for all costs incurred by the Government in taking such measures as are expedient to avoid unnecessary loss to the Government.

Additional Costs for Inspection and Testing. When prior rejection makes re-inspection or retesting necessary, the Contractor shall be liable for all costs incurred by the Government in taking such measures as are expedient to avoid unnecessary loss to the Government.

GPO reserves the right to perform independent testing of materials for evaluation at GPO’s Secure Documents Materials and Testing (SDMT) laboratory. An independent lab agreeable to the government can be selected at the contractor’s cost.

a) Contractor shall provide the Government with full access to their manufacturing facilities with 72 hours advance notice. Furthermore, this same requirement shall be set forth (in each respective subcontract) from the Prime Contractor to each of its subcontractors.

b) Payment will constitute notification of acceptance.

2. H.17 ISO 9001 Certification requirement is removed.

3. J.3 Contractor Security Requirement is removed.

4. Remove MMAR 52.215-8, Order of Precedence — Uniform Contract Format.

5. Remove MMAR 52.232-1, Payments.

6. Remove MMAR 52.232-9, Limitation on Withholding of Payments.

7. Remove MMAR 52.232-11, Extras.

8. Remove MMAR 52.232-17, Interest.

No. Section Question GPO Response 1 Is this a brand new contract or is their an incumbent performing these services?

This solicitation is for award of a new IDIQ contract. GPO has previously procured similar TTP printed sleeves and inserts;

however, offerors shall prepare proposals based solely on the requirements, terms, conditions, and evaluation criteria stated in RFP No. 040ADV-26-R-0040 and any amendments.

2 C.4.1 Shielding frequency. Section C.4.1 requires the sleeve to block radio frequency identification at 860 to 960 megahertz, which is the ultra high frequency band. Section C.3 and C.4.2 require shielding performance consistent with products on the General Services Administration Approved Products List for Federal Information Processing Standard 201 card protectors, and those products are tested at 13.56 megahertz.

These are different frequency bands and a product qualified at one does not necessarily perform at the other. Please confirm which band governs acceptance, and whether a product approved only at 13.56 megahertz is acceptable.

The 860–960 MHz UHF RFID blocking requirement governs acceptance for this solicitation. The references to FIPS 201-approved PIV card sleeves and GSA APL-listed FIPS 201-compliant card protectors are intended to establish a comparable level of shielding-performance benchmark for shielding in the UHF range. This does not replace the solicitation’s UHF RFID performance requirement. A product approved or tested to shield only at 13.56 MHz is not sufficient by itself unless the offered product also meets the solicitation requirements for RFID blocking performance at 860–960 MHz.

3 Approved Products List status. The General Services Administration category for Federal Information Processing Standard 201 card protectors has been retired. Please confirm what documentation the Government will accept as evidence of equivalent shielding performance.

The solicitation does not require that an offered product be currently listed on the GSA Approved Products List or formally certified under the retired GSA APL card protector category. The references to FIPS 201-approved PIV card sleeves and GSA APL-listed FIPS 201-compliant card protectors are intended to establish a comparable shielding-performance benchmark. GPO will accept supporting documentation demonstrating comparable shielding performance, including independent laboratory reports, manufacturer test data, prior qualification documentation, or other technical evidence.

However, supporting documentation does not replace the requirement to submit samples, and GPO reserves the right to inspect, evaluate, and test submitted samples in accordance with the solicitation requirements.

4 Test method and cost. Please identify who performs the pass or fail blocking test, at what laboratory, using which reader model, protocol and read distance, and whether the offeror or the Government bears the cost of testing.

GPO will conduct or arrange sample evaluation using equipment and methods determined appropriate by GPO to verify compliance with the stated pass/fail requirements in Section C. Testing may be conducted at a GPO facility, including the Secure Documents Materials and Testing laboratory, and/or through an independent laboratory. Offerors are responsible for the cost of preparing and delivering required samples. GPO will bear the cost of Government evaluation testing unless otherwise stated in the solicitation. Post-award retesting, reinspection, or additional testing resulting from rejected or nonconforming supplies shall be handled in accordance with Section E.

5 C.3 Sleeve dimensions. Section C.3 states a sleeve size of 3.33 inches by 2.25 inches plus or minus 0.05 inches. Section C.4.3 requires the sleeve to fit a card conforming to International Organization for Standardization 7810 identification card size one, which measures 3.370 inches by 2.125 inches. At the stated nominal dimension the sleeve is shorter than the card. Please confirm the correct sleeve length.

Section C.3 sleeves requirements are correct.

6 C.2 Attachment method. Section C.2 requires delivery of the printed sleeve attached to a folded insert as a complete unit. Please describe how the two are to be attached, and provide a sample or drawing if one is available.

The completed product shall consist of the printed sleeve and folded insert delivered together as a finished unit. Unless otherwise specified in the solicitation, the attachment method is at the offeror’s discretion, provided the completed unit meets all solicitation requirements, including fit, durability, handling, packaging, usability, and performance. GPO is not providing a separate drawing for the attachment method.

7 B.3 Guaranteed minimum. Please state the guaranteed minimum quantity and dollar value for the base period, and the maximum aggregate value of the contract.

The minimum guarantee will be satisfied through issuance of the first delivery order.

The minimum quantity is one unit, and the dollar value of the minimum guarantee will equal the awarded unit price for the applicable CLIN multiplied by the minimum quantity ordered. The maximum annual quantity is stated in Section F.4, and the maximum aggregate contract value will be calculated using the awarded prices and maximum quantities.

8 J Quantity band. The price template shows a band of zero to 5.5 million units. Please confirm whether that is the annual quantity range for each ordering period, and whether tiered pricing by volume is permitted.

The maximum quantity of 5,500,000 units stated in Section F.4 is the maximum annual quantity for each ordering period/CLIN. Unless the price template is amended to expressly allow tiered pricing, offerors shall propose one firm-fixed unit price for each CLIN/ordering period applicable to quantities ordered up to the annual maximum.

9 Past performance. Please confirm the number of past performance references required, the period they must fall within, and whether an offeror without directly comparable contracts will receive a neutral rating without penalty.

Offerors may submit up to five recent and relevant past performance references for work performed within 36 months of the solicitation issuance date, as stated in Section L.6.4. CPARS may be submitted in lieu of or in addition to Attachment J.2, if applicable. In accordance with Section M.2.2.3 and MMAR 15.305(a)(2), an offeror without recent or relevant past performance, or for whom performance information is unavailable, will not be rated favorably or unfavorably and may receive a neutral past performance rating.

10 J.3 Contractor Security Requirements

Security requirements. Please confirm whether Attachment J.3 applies to a subcontractor manufacturing facility, and whether a site inspection or documentation review is required before award.

J.3 attachment is removed.

13. THIS ITEM APPLIES ONLY TO MODIFICATIONS OF CONTRACTS/ORDERS. IT MODIFIES THE CONTRACT/ORDER NUMBER AS DESCRIBED IN ITEM 14.
