The Contractor is advised that GSID may potentially require additional quantities of materials for the TTP federal smart card design, or U.S. Government identification documents, based on new requirements directed by the Department of Homeland Security and other USG Agencies that cannot be reasonably anticipated at the time of award. GPO may determine that it is in the best interest of the Government to add the additional quantities and/or new but related materials to Sections B and C. In such an event, the Contractor shall then, in good faith, negotiate the additional material quantities and/or new materials with the Contracting Officer.
Price is inclusive and includes all Contractor Overhead, General and Administrative Costs, and Profit, and Delivery.

Section C - Description/Specifications/Work Statement
SECURE PRINTED SLEEVES with TTP INSERTS
C.1 BACKGROUND:
The U.S. Government Publishing Office (GPO) produces the Trusted Traveler Program (TTP) family of cards for the U.S. Department of Homeland Security. The Trusted Traveler card contains an embedded chip with secure information which can be read without physical contact. The protective sleeve prevents the information on the chip from unauthorized access during shipping and end use, and in addition, protects the surface of the card from wear and damage during the life of the card. The U.S. GPO’s Government Secure and Intelligent Documents (GSID) business unit intends to procure finished TTP Printed Sleeves and Inserts.
C.2 SCOPE:
The primary scope of this requirement shall be for the contractor to manufacture and deliver the completed Trusted Traveler sleeve product. This includes the printing of the sleeve and the insert.
Orders are expected to occur once annually for materials on this contract. Production and delivery will be negotiated and scheduled cooperatively with GSID Inventory Managers.
All effort will be made by GSID to appropriately project and schedule orders and deliveries of materials on this contract, allowing vendors to adequately and in a manner most advantageous to the government and the vendor, plan the production over the course of the year.
The Contractor and Subcontractor (if applicable) must perform the following:
1. Manufacture the EMI shielding material in sheet form
2. Print the sleeve material
3. Die-cut, fold, and glue the printed sheets into individual sleeves
4. Manufacture/print Trusted Traveler inserts
5. Produce and deliver a TTP Sleeve and Insert as a complete unit (printed sleeve attached to a folded insert)
C.3 PRODUCT SPECIFICATIONS
Trusted Traveler Sleeve:
Size: 3.33" x 2.25" +/- 0.05” Overall Thickness: 0.012 +/- 10% per ASTM D1000 Printing: PMS 295 + Clear UV Coating
Trusted Traveler Insert:
Material: 100% Paper
Size: 7.50" x 3.00" +/-0.05” Overall Thickness: 0.008 +/- 10% per ASTM D1000 Printing: PMS 295
The sleeves must prevent unauthorized RFID interrogation and protect the physical integrity of the credential.
Sleeves and inserts must meet minimum performance required for shielding and durability. The sleeves must block or significantly attenuate RF communication attempts.
Sleeves must:
• Block or significantly attenuate RFID signals at 860-960 MHz
• Prevent unauthorized remote reading (“skimming”)
• Provide shielding performance comparable to FIPS 201–approved PIV card sleeves
The sleeves shall meet shielding effectiveness consistent with products listed on the GSA Approved Products List (APL) for FIPS 201-compliant card protectors.
C.4 PERFORMANCE REQUIREMENTS (Pass/Fail) The Contractor shall ensure that all supplied sleeves meet all of the following requirements. Any failure in a test constitutes a product rejection.
C.4.1 RFID Blocking Performance Test (Pass/Fail) When an ID-1 dimensioned credential is placed inside the sleeve:
• The sleeve shall prevent any successful read attempts using a standard UHF (860-960 MHz) RFID card reader operating at manufacturer-specified nominal read distance.
• The sleeve shall provide measurable attenuation of RF energy at 860-960 MHz such that interrogation of the credential is not possible under normal operating conditions.
• No partial, intermittent, or degraded reads are permitted. A successful read attempt is an automatic failure.
C.4.2 Shielding Effectiveness Requirements (Pass/Fail)
• The sleeve shall demonstrate shielding performance functionally equivalent to GSA APL-approved FIPS 201 card sleeves.
• The sleeve must create a physical barrier that prevents RF coupling between the credential and any external reader.
• Shielding materials shall maintain consistent performance across normal environmental conditions (0°C–50°C).
C.4.3 Physical Protection Requirements (Pass/Fail)
• Sleeve shall conform to ISO/IEC 7810 ID-1 dimensions and fit TTP cards without bending or distortion.
• Interior surfaces must be non-abrasive, and must not scratch or degrade the credential surface during insertion or removal.
• Sleeve material must maintain physical integrity and shielding performance through repeated everyday use, with no tearing, delamination, cracking, or loss of shielding capability.
C.4.4 Acceptance Criteria A sleeve passes acceptance testing only if:
• It fully blocks all RFID reads at 860-960 MHz.
• It satisfies all performance requirements listed in Section C.
• It does not damage the credential or impede normal insertion/removal.
Any unit that does not meet all pass/fail requirements shall be rejected.
C.5 PRODUCT DISCONTINUATION OR CAPACITY REDUCTION NOTICE
The Contractor must provide no less than twelve (12) months’ prior written notice to the Government before initiating any action that would result in (i) the discontinuation of production, (ii) a reduction in manufacturing capacity, or (iii) the elimination of any individual material type covered under this contract. This extended notification period is critical to allow for appropriate GPO’s transition planning, qualification of alternate sources, future materials testing and to prevent interruption of GPO’s critical operations of US credentials manufacturing.
Failure to comply with this requirement shall constitute a material breach of contract and may subject the Contractor to remedies as specified under this contract and applicable law.
C.6 SUBCONTRACTING REQUIREMENTS AND MANAGEMENT (if applicable)
(a) Prime Contractor Responsibility.
The Contractor is responsible for the acts, omissions, professional quality, technical accuracy, coordination, timeliness, and performance of all subcontractors at any tier. Government consent to, approval of, or knowledge of any subcontract shall not relieve the Contractor of any responsibility or obligation under the contract, nor shall it create privity of contract between the Government and any subcontractor.
(b) Identification of Subcontractors.
The Contractor shall identify in its proposal all proposed first tier level subcontractors, that will perform a material manufacturing and/or compiling the final product portion of the work. The identification shall include, at a minimum:

(d) Flow-Down of Contract Requirements.
The Contractor shall include in each subcontract, at any tier, all clauses, terms, conditions, technical requirements, security requirements, quality requirements, reporting requirements, inspection requirements, records requirements, and other obligations necessary to ensure full performance of the prime contract. The Contractor shall ensure that subcontractors comply with all applicable flow-down requirements. The Contractor remains solely responsible for ensuring that subcontractor work complies with all contract requirements.
(e) Subcontractor Attendance at Meetings.
The Contractor shall ensure that first tier level subcontractors performing work under this contract, or their authorized representatives with appropriate technical knowledge and decision-making authority, attend meetings with GPO when the Contracting Officer or Contracting Officer’s Representative determines that the subcontractor’s participation is necessary for effective contract performance, technical coordination, quality assurance, schedule management, or issue resolution. Such meetings may include, but are not limited to:
Kickoff meetings;
Progress or status reviews;
Technical meetings;
Quality or performance reviews;
Corrective action meetings; and
Other meetings designated by the Contracting Officer or COR.

The Contractor shall promptly notify the Contracting Officer in writing of any significant subcontractor performance issue that may affect contract cost, schedule, quality, security, delivery, or successful performance. The Contractor shall take timely corrective action to address subcontractor deficiencies and shall provide corrective action information to the Government when requested by the Contracting Officer or COR.
(h) Restrictions on Subcontractor Changes.
The Contractor shall not add, remove, replace, or materially change the role of a subcontractor performing a material portion of the work without providing prior written notice to the Contracting Officer. If the subcontractor is subject to consent, approval, key personnel restrictions, security requirements, or other contract-specific limitations, the Contractor shall obtain the required written approval before implementing the change.
(i) No Unauthorized Commitments.
Subcontractors are not authorized to bind the Government, receive contractual direction on behalf of the Contractor, or make commitments that alter the contract. Any subcontractor question involving contract interpretation, scope, price, schedule, or terms and conditions shall be referred through the Contractor to the Contracting Officer.
(j) Survival of Obligations.
The Contractor shall ensure that subcontractor obligations concerning records, audit, confidentiality, security, inspection, warranty, and other continuing requirements survive subcontract completion or termination to the extent required by the prime contract.
