About this opportunity

Pearl Harbor Naval Shipyard & Intermediate Maintenance Facility, under Naval Sea Systems Command, seeks calibration, preventive maintenance, and as-needed remedial repair of three Government-owned Roberts Testing proof test machines under solicitation N32253-27-Q-0001, with quotes due November 2, 2026 at 11:00 a.m. HST. The procurement is set aside for Total Small Business. The NAICS code is 541380, Testing Laboratories and Services, with a $19 million size standard, and the PSC is L049.

Place of performance is Pearl Harbor, HI 96860, with all work performed on-site within the Controlled Industrial Area using Government-furnished Vishay Indicators and LCp-200 Proof Testing System Software. Offerors must hold current accreditation from a NAVSEA 04-approved body under NAVSEAINST 4734.1B for the full period of performance, covering all measurement parameters and ranges, and must submit the accreditation certificate with the proposal. Calibration must follow ASTM E4, trace to NIST standards, and meet ISO 17025/Z540 accreditation requirements. Offerors must hold CMMC Level 1 (Self-Assessment) certification at award. Personnel must be U.S. citizens who pass background checks, complete DBIDS registration, and obtain unescorted green badges.

The tentative base period runs 16 November 2026 through 15 November 2027, followed by four one-year option periods through 15 November 2031 and a six-month option period through 15 May 2032. The Navy states the performance period may be updated. Annual calibration must be completed by January 28 each year, and the Government may adjust that deadline with 14 calendar days' notice. Remedial repairs require Contracting Officer approval through an in-scope contract modification before work begins, supported by written cost estimates covering labor hours, parts, materials, and total cost. Calibration certificates, before-and-after data, and calibration stickers are due within 16 days of completion, and service reports within 10 working days.

Pricing is firm fixed price per job for each line item, and award goes to the lowest-priced technically acceptable offer. Submissions require SF 1449 with unit prices, an itemized price breakdown, a technical quote of no more than ten pages demonstrating knowledge of the Performance Work Statement, proof of current certifications, and CMMC unique identifiers, delivered by email to Reid Y. Saito and Evangeline Calaustro with a 35 MB maximum email size.

The October 26, 2026 update posts questions and answers. The previous contractor set up no passwords for the existing BLH electronics, the Government retains access to the necessary passwords, and the Government will furnish the manufacturer's operator manual and reference materials from prior-year calibrations. If the Government exercises an option year, all equipment within scope must be included, with no selective exclusion of individual items.
