About this file
This document is a Questions and Answers (Q&A) document for federal solicitation N32253-27-Q-0001. The Q&A addresses contractor concerns regarding existing BLH (Balance Liquid Handling) electronics equipment and contract execution requirements.
The primary matters addressed concern the accessibility and adjustment of existing measurement equipment. Contractors inquired whether they would receive adjustment instructions and passwords for existing BLH electronics if equipment measures outside tolerance and requires recalibration. The government confirmed that no passwords were set up by the previous contractor and that the government maintains access to necessary passwords. The government further confirmed it will provide the manufacturer's operator's manual detailing adjustment instructions, user guides if required, and reference materials from previous year calibrations. A third Q&A clarifies contract structure, confirming that if the government exercises an option year, all equipment and items within the scope of work must be included; the government will not selectively exclude individual pieces of equipment from option year exercises. This document does not contain pricing terms, response dates, award dates, or set-aside information.

Questions and Answers for Solicitation N32253-27-Q-0001
Question 1: Regarding the existing BLH electronics: I believe these were installed as part of the prior contract years back. We would be happy to offer on this, but often times, the manufacture/provider installs these with limited adjustment instructions or with passwords to prevent others from adjusting them. We could not guarantee this ability without testing or getting the customer to confirm they received the instructions/passwords.
ANSWER: I don’t believe there were any passwords set up by the contractor.
The password is one that we have access to.
Question 2: In 3.2, there is the requirement to use the existing indicators and software on the equipment. We would need to confirm that we would be provided the adjustment instruction along with any applicable passwords required in the event that the equipment is found to measure outside of tolerance and requires adjustment. Is this something you can confirm?
ANSWER: I believe we should have the operator’s manual from the manufacturer that would detail the instructions for adjustment, along with the user guide if required. We also have record from the previous year calibrations that can be referenced if needed. As mentioned above, applicable passwords were not provided by contractor and is one we have access to.
Question 3: Given that all the equipment and option years are shown as different items, is it possible the government would exercise an option year, but exclude one or more pieces of equipment from the contract?
ANSWER: No. As the work annually would require all items/equipment indicated within the scope of work.
