About this opportunity
The National Park Service Northeast Region is soliciting competitive quotes for tree felling and brush removal services at Delaware Water Gap National Recreation Area in Pike County, Pennsylvania, under solicitation number 140PS126Q0002. The scope of work includes removal of 34 trees measuring 10 inches diameter at breast height (DBH) or smaller, felling and bucking of 10 trees measuring 10-30 inches DBH, felling and bucking of 5 trees measuring 30-38 inches DBH, and removal of 3.4 acres of shrub and scrub vegetation within designated limits of disturbance along the Route 209 corridor and McDade Trail between mile markers 13.7 and 20.2. The contract will be evaluated using a Lowest Price, Technically Acceptable (LPTA) methodology based on pricing and three technical subfactors: period of performance demonstrating completion by March 31, 2026 (prior to bat season beginning April 1), geographic capability to work in challenging terrain with steep slopes and water bodies, and submission of a detailed vehicular traffic control plan. All work must be completed and accepted by March 31, 2026, to avoid conflict with protected migratory bird season (March 1-September 1) and bat-roosting season (April 1-September 30). The solicitation deadline was extended to February 6, 2026, at 12:00 PM Eastern Time, with three amendments issued to incorporate questions and answers, refine the statement of objectives, and separate the work into two distinct contract line items.
This is a 100% small business set-aside acquisition under NAICS code 115310 (Support Activities for Forestry) with a $34 million size standard, issued as a firm fixed-price commercial services contract under FAR Part 12 procedures. No incumbent contractor or award value is specified in the solicitation documents. The performance period extends from February 10, 2026, through March 31, 2026, with work located along the Route 209 corridor and McDade Trail at mile markers 13.7 and 20.2 in Pike County, Pennsylvania. Contractors must submit separate lump-sum pricing for two contract line items: CLIN 0010 (tree removal) and CLIN 0020 (brush work), along with a draft schedule or written certification of completion capability, documentation of geographic capability, and a traffic control plan. Prevailing wage requirements apply under Service Contract Act wage determination WD 2015-4213 Rev. 32 (effective December 3, 2025), with wage rates for Pike County, Pennsylvania ranging from $16.60 to $60.93 per hour plus mandatory fringe benefits. Quotes must be submitted electronically to Cole_Johnson@NPS.Gov, and contractors are encouraged but not required to conduct site visits, with a virtual site visit held on January 30, 2026.
