About this file
This is a Questions and Answers document for a tree felling and erosion control project at Delaware Water Gap National Recreation Area in Pennsylvania (Solicitation 140PS126Q0002). The document addresses 19 contractor inquiries regarding project scope, specifications, and deadlines, with responses from the National Park Service and clarifications from the Contracting Officer.
Key project requirements include: removal of trees 10 inches DBH or smaller (34 trees to be felled and removed completely), bucking and limbing of 10-30 inch trees in place into 10-12 foot sections (10 trees), and bucking of 30-38 inch trees in place (5 trees), with 3.4 acres of shrub scrub removal using forestry mulchers or brush mowers. All work must be completed by March 31, 2026, to accommodate the migratory bird season. Trees greater than 10 inches DBH must be limbed and bucked into specified sections; already-fallen trees with root systems attached do not require removal. Contractors must mark all trees for removal with park personnel verification and DSC guidance. Brush and wood debris must be hauled off-site except for small amounts of limbs that may be scattered on site, with maximum chip depth of 2 inches if left in place. The Limit of Disturbance (LOD) shown on scaled E&S drawings defines the project scope and closely matches the power line corridor along the road. No photographs are available; contractors must reference Google Earth for the virtual walk-through. The solicitation deadline was extended to Friday, February 6, 2026, at 12:00 PM ET per Amendment 03, with no additional site visits scheduled.

| # | Contractor Question | Reference | Government Response | Reference |
| 1 | Example: The specifications state that wiring is to be used inside of the conduit. What type of wiring is to be used? | SOW 1.7.12, Drawings pg2 | Example: Wiring is to be copper AWG 12. SOW has been updated. | SOW 1.7.12 |
| 2 | Roughly how many chains/feet off the road is the removal and marking taking place over the 7 mile section? | The E&S drawing set provided contains scaled drawings showing the limit of disturbance (LOD) that can be measured. Only areas inside of the LOD are in scope. | drawing set | |
| 3 | What about the infrastructure like the guard rail? will the road crew take care of them? | Guardrails will remain in place. | shown on drawing set | |
| 4 | If we use a forestry mulcher or brush mower for shrub scrub clearing can we leave grindings/small debris in place or do we have to haul offsite? | If areas are brush-hogged, chips/debris in place is fine as long as it is not more than 2 inches deep. | Revised Statement of Objective | |
| 5 | What is the estimated number of trees to be removed? | Fell & remove - 10" DBH or less = 34 |
Fell & buck in place - 10"-30"=10 Fell & buck in place - 30"-38" = 5 Shrub Scrub removal = 3.4 acres
| see revised Statement of Objectives | Revised Statement of Objective | |||||
| 6 | Can we have access to the photos to help with our bid? | There are no photos. The walk-through used Google Earth. | virtual walk-through | |||
| 7 | Trees greater than 10" are required to be felled and left in place. Can they be left as they land or do they need to be limbed and bucked into sections? If so how long do the bucked sections need to be? | Trees greater than 10" DBH are to be limbed and buck into 10-12' long sections. | Revised Statement of Objective | |||
| 8 | Can the just the trees come down by the 31st deadline and the mowing happen later? | No, all work needs to be complete by March 31 ,2026. | revised Statement of Objective, pg 1 | |||
| 9 | Can tree tops be chipped and broadcast on site or if trees are being hauled away do brush and/or chips need to be hauled away? | Small amounts of limbs are ok to scatter on site; however, most of the material must be removed off site. | ||||
| 10 | Does the park have a location for bringing brush/wood? | No, the park does not have a location for brush or wood or chip debris. | Revised Statement of Objective | |||
| 11 | please clarify the SOO to verify if the trees to be removed are 10" or less or 12" or less. | 10" or less | Revised Statement of Objective | |||
| 12 | Question about downed trees 12". Does this mean any tree that is already felled or natural felled with root was still attached. | If the tree is already down on the ground, it does not need to be cut or removed | ||||
| 13 | Will the trees greater than 12" be marked for removal? | All trees will be marked by the Contractor and will be verified by the park before removal. DSC will be in attendance to help guide the marking of the trees. | ||||
| Questions asked after 2/3/2026 (Posted here under AMENDMENT 03) | Answers given after 2/3/2026 (Posted here under AMENDMENT 03) | |||||
| 14 | It was discussed at the site visit that the answer to question 8 would be yes. Why is marked as no? | Question 8 | Its answered "no" because, for now, the answer to that questions is "no" until weather proves the need for the CO to consider an extension to the PoP on CLIN 0020 (for brush removal.) In the event "Acts of God" prevent the contractor from doing work, the CO must "consider" an extension based on the facts at that time. Since we arent "at that time," the CO has nothing to consider at this point, but I will consider an extenion with coordination/approval of the Park if it becomes evident the work cannot be done in a timely manner based on the weather. The NPS will make you whole, either way either via modification to extend or modification to de-scope and pay out any effort expended by you to accomplish said work, within reason. | Clarification by the Contracting Officer | ||
| 15 | We went out to the site and trees are not marked. We need to know the linear footage of each location for the erosion construciton so we know what trees need to be taken down. | A Site Visit was held 1/30 during which the Program Office explained the LOD matches, nearly identically, with the power lines along the road, in the area, and that the trees will be marked by the contractor with coordination of Park Personnel on-site. | Clarification by the Contracting Officer | |||
| 16 | We don’t want to accidentally go outside the LOD with felling, how are we to know exactly where to stop felling? | See Answer above. | Clarification by the Contracting Officer | |||
| 17 | We were not able to make the site visit. Will there be another site visit? | No. Time does not permit another visit as the contractor is already pressed for time to get the contract completed NTL 31 March for migratory season. Site visits are not mandatory and attendance has no affect on the award selection process. | Clarification by the Contracting Officer | |||
| 18 | From a Subcontractor: We are in the process of getting pricing to 1 or more Primes for this effort. Will the NPS consider extending the solicitation to next week? | We cannot extend to next week, but I have conversed with the Park and an extension to Friday 2/6/2026 at 12PM ET is approved and is reflected in AMENDMENT 03. That's the best we can do given our circumstances. | Clarification by the Contracting Officer | |||
