About this file
This is Amendment 01 to a combined synopsis and solicitation (RFQ 140PS126Q0002) issued by the National Park Service for debris removal services at Carl Sandburg Home in Pike County, Pennsylvania. The amendment incorporates an ongoing Questions & Answers document, revises the Statement of Objectives, separates the original CLIN 0010 into two distinct line items (CLIN 0010 for Tree Removal and CLIN 0020 for Brush Work), and includes a Contract Integrity Statement addressing site visit protocols. The solicitation is a 100% small business set-aside under NAICS code 115310 (Fuels Reduction) with a $34 million size standard. This is a firm fixed price commercial services contract under FAR Part 12.6 procedures, with funds presently available and not subject to annual appropriations.
Contractors must submit sealed electronic quotes by 12:00 p.m. Eastern on February 5, 2026, to Cole_Johnson@NPS.Gov. The acquisition will be evaluated using a Lowest Price, Technically Acceptable process based on price and three technical subfactors: (1) Period of Performance—demonstrating completion prior to the April 1, 2026 migratory bat season or by March 31, 2026; (2) Geographic Capability—certifying ability to work in geographically challenging terrain with steep slopes, bodies of water, and active roads; and (3) Vehicular Traffic Control—providing a detailed plan for traffic management and public safety. Contractors must provide separate pricing for CLINs 0010 and 0020, a draft schedule or written certification, geographic capability documentation, and a traffic control plan. The applicable wage determination is WD 2015-4213 Rev. 32 dated 12/3/2025. Work is located at Route 209 Corridor and McDade Trail at mile markers 13.7 and 20.2, with formal site visits not scheduled but contractors encouraged to visit at their own discretion.

AMENDMENT 01 (all changes made in red)
The purpose of this Amendment is to:
1. Incorporate an (ongoing) Questions & Answers document with questions sent to the government, in writing, and answers provided as of 2/2/2026. More questions/answers may follow up to 1 day prior to the closing date/time.
2. Revise the Statement of Objectives to be commensurate with the answers provided in the Q&A document.
3. Separate CLIN 0010 into two distinct CLINS: 0010 (Trees) and 0020 (Brush). The purpose of the separate CLINS is to ensure the Tree work is done by the 31st of March while the brush work “may” be authorized to extend beyond the 31st deadline, dependent upon weather conditions on-site.
4. Incorporate the following Contract Integrity Statement: The Contracting Officer originally instructed contractors, via the solicitation, that they may voluntarily attend the site at their own leisure. One such contractor did so and happened to run into park personnel who were at the site at the same time. They spoke together, at the site, about generalities of the project, which led to the CO holding a Virtual Site Visit on 1/30/2026. No privileged information was shared between the
Park personnel and the Contractor and it is the CO’s determination that no unfair advantage was offered to said contractor based on the facts available to the CO. Contractors are still welcome to attend the site at their own leisure, however, the government has not nor will ever be setting up any formal “one-on-one” meetings or greetings at the site that are not part of a sanctioned site visit by the CO.

Per FAR Part 13.106-2(b) evaluation will be conducted using a Lowest Price, Technically Acceptable process to include the following factors:
1. Price.
2. Technical: Technical is the factual documentation of the firm's ability to meet the Statement of Work.
Instructions: Contractors shall provide the following with their quote:
The quote shall be submitted via email to Cole_Johnson@NPS.Gov by the due date/time prescribed herein.
1. PRICE. Price shall be provided within the Price Schedule listed below, as a Lump Sum. AMENDMENT: CLIN 0020 has been added. Please provide pricing for both CLIN 0010 (Trees) and 0020 (Brush). The purpose of this change is to separate the Tree work from the brush work in case weather does not permit mowing, prior to the end of the POP.
2. TECHNICAL. The contractor shall provide the following documentation with their quote, to be evaluated for Technical acceptability:
Technical Subfactor 1 – Period of Performance. Provide a draft schedule or written certification that demonstrates that (barring any acts of God or Government-Caused delays) the work will be completed prior to the area’s migratory bat season, starting 4/1/2026.
Technical Subfactor 2 – Geographic Capability. The contractor’s quote must clearly demonstrate and/or explain/certify they are able to work in a geographically challenging and somewhat remote location comprised of steep slopes, bodies of water, and active public roads.
Technical Subfactor 3 – Vehicular Traffic Control. Provide a vehicular traffic control plan detailing how the contractor intends to control the flow of traffic in the area and how the public will be kept safe during operations. Technical data may be provided as an attachment to your quote submission, via email. If the attachments are too large, please attempt to send 2 separate emails then contact the Contracting Officer for additional guidance if 2 emails are not enough.
Evaluation: Lowest Price, Technically Acceptable. The government will organize quotes received in order of lowest priced to highest priced. The government will then conduct evaluations against the Technical Factors prescribed herein.
PRICE. The government will evaluate price based on comparison of competitive quotes with the lowest price being considered the best price. If only one (1) quote is received, the government will conduct Price Analysis to ensure the Price is Fair and Reasonable. The government reserves the right to make an award, without Discussions. AMENDMENT: Evaluation of Price incorporates CLIN 0010 and mailto:Cole_Johnson@nps.gov mailto:Cole_Johnson@NPS.Gov
0020 together as the “total evaluated price” for LPTA evaluation purposes. I.e. the entire quoted price will be evaluated.
TECHNICAL. Each technical subfactor will be evaluated and considered to be either “Technically Acceptable” or “Not Technically
Acceptable.” If any factor is evaluated as “Not Technically Acceptable, the entire quote is determined to be “Not Technically
Acceptable:”
Technical Subfactor 1 – Period of Performance. The contractor’s quote clearly demonstrates that (barring any acts of God or
Government-Caused delays) the work will be completed prior to the area’s migratory bat season, starting 4/1/2026. This can be accomplished via a draft schedule or by written certification that the work will be completed not later than 3/31/2026.
Technical Subfactor 2 – Geographic Capability. The contractor’s quote clearly demonstrates and explains and/or certifies they are able to work in a geographically challenging and somewhat remote location comprised of steep slopes, bodies of water, and active public roads.
Technical Subfactor 3 – Vehicular Traffic Control. The contractor’s quote provides a vehicular traffic control plan detailing how the contractor intends to control the flow of traffic in the area and how the public will be kept safe during operations. The plan includes particulars detailing how the contractor will control the flow of traffic in the area and keep the general public safe.
