About this opportunity
U.S. Customs and Border Protection's Office of Information and Technology is conducting market research for the Traveler Processing and Vetting Software (TPVS) 2.0 recompete, seeking comprehensive technology services for over 60 applications and systems that support border security and traveler processing operations. The procurement will cover application development, modernization, operations and maintenance, and specialized equipment integration for mission-critical systems that process over 3.1 million daily transactions across air, land, and sea ports of entry. Key program objectives include cloud system refactoring, legacy system modernization, artificial intelligence integration, mobile application development, biometric services enhancement, and specialized equipment integration such as Global Entry kiosks. The Request for Information closed on July 22, 2025, requiring interested vendors to submit 7-page responses via email to three specified CBP contracting personnel with the subject line "CBP TPVS 2.0 RFI RESPONSE." The acquisition timeline indicates a draft solicitation release in early September 2025, final solicitation in late September, and anticipated contract award in March 2026.
This procurement has no set-aside designation and will be conducted as a full and open competition using a two-phase solicitation process, potentially through GSA's Multiple Award Schedule Information Technology 70. The contract structure will likely be a Time and Materials Blanket Purchase Agreement with a 5-year period of performance, including a 3-month transition period, 12-month base period, and four option periods. The systems support over 70,000 online users across 20 federal agencies and manage approximately 55 major applications that handle critical traveler data for national security purposes. The procurement includes managing specialized equipment and maintaining high system availability while supporting CBP's transformation of traveler processing through advanced technologies like biometrics and artificial intelligence. An Industry Day was conducted in July 2025 to provide additional insights to potential contractors, with slides and recordings made available to interested vendors.
