REQUEST FOR INFORMATION
U.S. Customs and Border Protection (CBP), Office of Information and Technology (OIT) is seeking market research information from industry to assist with the development and planning of the recompete Traveler Processing and Vetting Software (TPVS) 2.0. While dates are subject to change, the following is a tentative schedule for key acquisition milestones:

Attachment 1: TPVS 2.0 Draft Performance Work Statement (PWS)
I. BACKGROUND
CBP is one of the largest and most complex components of the Department of Homeland Security (DHS). CBP's mission is to protect America's borders, ensuring public safety from harmful individuals and materials, while also promoting the nation's economic competitiveness by supporting legitimate trade and travel.
The proposed Blanket Purchase Agreement (BPA) through U.S. General Services Administration Multiple Award Schedule Program for TPVS 2.0 will provide critical technology services support to multiple CBP strategic initiatives. CBP strategic initiatives focus on providing fast, reliable, and secure IT infrastructure to streamline work. This includes leveraging advanced technologies to transform processes and enhance situational awareness to illicit cross-border traffic. Additionally, the initiatives aim to improve stakeholder interactions including the traveling public, to protect and facilitate lawful travel and business.
II. TPVS 2.0 REQUIREMENTS
The Passenger Systems Program Directorate (PSPD) is an office within CBP OIT. PSPD’s mission is to innovate, deliver, and sustain technology systems that ensure the safety and security of travelers entering and exiting the United States, while facilitating and streamlining legitimate trade and travel at U.S. land, air and sea Ports of Entry (POE) and United States Border Patrol (USBP) Checkpoints.
PSPD provides application development and continued operational support of all passenger and immigration management systems hosted by U.S. CBP. The PSPD mission is to deliver and sustain technology solutions to prevent terrorism, safeguard and expedite legitimate travel into and out of the U.S. PSPD supports primary and secondary traveler processing at and between U.S. POE, public facing applications that facilitate international travel, and vetting services across and beyond DHS.
TPVS BPA Requirements The TPVS BPA requirements include the following activities for over 60 applications/systems (see Attachment 1):

Program Vision
PSPD Program Office envisions the following follow-on objectives for TPVS:
• Cloud System Refactoring
• Modernization of Legacy Systems (i.e. user interface refresh via UI/UX design, Human-Centered Design)
• System Consolidation & Common Services
• Integration of Artificial Intelligence for application development efficiency and modernization
• Mobile & Tablet Application Development
• Specialized Equipment Integration (e.g. integration of COTS Global Entry portals/kiosks, facial capture devices, biometrics devices to PSPD applications/systems)
III. RESPONSE GUIDELINES
Interested parties are requested to respond to this RFI with responses to the RFI Questions and contractor’s capability to meet the requirements outlined in the PWS. Oral communications are not permissible. The page limit for RFI responses is 7 pages and only 1 file shall be submitted.
Page format shall have a 1-inch margin using no smaller than 12-point Arial or Times New Roman font for all text provided in Microsoft Word 2007 or newer file. RFI responses shall not contain any proprietary information.
It is the sole responsibility of the interested parties to ensure that the electronic files submitted are virus free and can be opened and read by the Government. RFI responses shall not be locked, or otherwise contain barriers to opening. The Government will not reimburse companies for any costs associated with the submissions of their responses.
Companies who wish to respond to the RFI should send responses no later than July 22, 2025 to all listed Government personnel below via email. The email subject line must contain “CBP TPVS 2.0 RFI RESPONSE”. Failure to do so may result in information not being properly received by the Government.

What emerging technology, innovative solutions, and industry trends should CBP be considering related to large-scale software updates, artificial intelligence, integration and operations of, passenger identification, and/or biometrics that may be applicable to managing ports of entry and checkpoints?
10. Are there any issues, questions, or improvements you have regarding the requirements as described in the PWS? Please reference the page and section of the PWS for specific comments, if applicable.

IV. Tentative Industry Day Please be advised that an Industry Day is being planned in support of this RFI. The planned date is June 15, 2025, the Government intends to issue an amended RFI with the confirmed date, time, and location once details are available. The Industry Day will serve as an opportunity for interested parties to gain additional insights into TPVS and to engage with Government representatives.
V. Disclaimer This RFI is issued solely for informational and planning purposes and does not constitute an Invitation for Bids, RFPs, or RFQs; nor does it constitute a commitment, implied or otherwise, that CBP will conduct an acquisition for these services (FAR clause 52.215-3). Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract.
CBP will not be responsible for any costs incurred in furnishing this information. All costs associated with responding to this RFI will be solely at the interested party’s expense. The information provided in this RFI is subject to change and is not binding on the Government. All submissions will become the property of the Federal Government and will not be returned. Not responding to this RFI does not preclude participation in any future procurement, if any. In accordance with FAR 15.201(e), responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract. All information received resulting from this RFI will be used by CBP for Acquisition Planning and Market Research purposes only. Information received will be for internal CBP use only. However, your response may be releasable to the public under the Freedom of Information Act (FOIA), 5 U.S.C. 552, and the DHS FOIA regulation, 6 C.F.R. Chapter 1, Part 5. Please note that Respondents to this RFI may not necessarily be notified of any results derived from a review of the information provided.
