PSPD Mission The PSPD mission is to deliver and sustain technology solutions to prevent terrorism, and safeguard and expedite legitimate travel into and out of the United States.
PSPD supports primary and secondary traveler processing at and between U.S. Ports of Entry (POEs), public facing applications that facilitate travel, enforcement system, and vetting services across and beyond the Department of Homeland Security (DHS).

P S P D O V E R V I E W
PSPD Software Application Support Services PSPD seeks to procure comprehensive life cycle services for the suite of Traveler Processing and Vetting Software (TPVS) applications and associated specialized equipment. These software application support services are essential to ensure that TPVS applications operate efficiently, effectively, and securely, thereby meeting critical CBP mission requirements. By providing officers and agents with tailored, intuitive, and advanced capabilities to anticipate and combat emerging threats, PSPD aims to enable them to focus on purpose, intent, and behavior while maintaining situational awareness, rather than being encumbered by administrative procedures and data entry.

• Provide Operations and Maintenance services to sustain current and modernized TPVS applications to operate efficiently, effectively, and securely;
• Modernize TPVS applications to include, but not limited to, application refactoring and consolidation, common services, and implementation of Artificial Intelligence technologies;
• Perform system upgrades, updates, and enhancements to meet emerging business and technical requirements;
• Adhere to Agile framework and DevSecOps processes.
PSPD Specialized Equipment Services PSPD is interested in a vendor whose services include evaluating, recommending, monitoring, and obtaining a full range of specialized equipment and providing associated maintenance supporting end-to-end operations of PSPD application systems.

• Provide technical criteria, evaluations and recommendations for specialized solutions to support PSPD application systems
• Install and integrate equipment supporting PSPD applications without disruption or degradation of performance or functionality
• O&M support of existing equipment (i.e., biometric capture devices, document readers), including maintenance and monitoring services
• Recommendations for emerging technologies to support PSPD future requirements
PSPD Challenges and Opportunities PSPD applications and systems must remain operational 24 hours a day, 365 days a year, to support the front-line officers and agents. PSPD is interested in a vendor who can:

Provide Artificial Intelligence & Machine Learning (AI/ML), Generative AI
Modernize, refactor, and consolidate legacy applications to improve maintainability, usability, and efficiency
Prioritize high impact projects and programs with the need for rapid turnaround by optimizing resource allocation and project management strategies, while finding efficiencies in delivery of Operations & Maintenance
Expand the footprint of public self-service and mobile application development
The Road Ahead
PSPD’s operational environment requires vigilance in the maintenance and monitoring of critical systems. While mitigation and resolution of risk to these systems is paramount, the execution of said O&M must be efficient enough to focus available resources on continuous innovation.
• Identify and implement efficiencies in O&M, while sustaining high availability and scalability
• Enhance system performance and uptime through improved monitoring, mitigation, and resolution
• Implement advanced application monitoring and analysis dashboards with real-time status updates and predictive analytics to optimize performance
• Incorporate self recovery solutions to software and hardware to provide ≥ 99.99% uptime for 24x7x365 services

Operations and Maintenance (O&M)
PSPD’s operational environment requires innovative software development solutions that prioritize mobility, resilience, and scalability to effectively address emerging threats and streamline traveler processing.
• Rapidly develop and deploy application enhancements without compromising current functionality
• Leverage human centered design to improve customer experience for existing and new capabilities
• Implement a Common Services Architecture leveraging microservices to align with real-world business processes.
• Develop solutions that minimize manual data entry and consolidate similar functioning applications to reduce redundancy, improve consistency and scalability, and achieve cost efficiencies;
• Expand use of public self-service, web-based, and mobile applications by travelers in all stages of the travel process;
• Integrate AI tools, such as code generation, summarization and evaluation of existing code, and streamlining and improving coding processes.
• Increase DevSecOps and CI/CD maturity.

PSPD’s operational environment requires technology that is innovative, mobile, resilient, and scalable for CBP officers and agents to anticipate and combat emerging threats.
• Integrate innovative Artificial Intelligence (AI) technology in existing applications to automate manual processes resulting in reduced costs and increased productivity.
• Expand mobile capabilities to mission critical applications for agents and officers in the field
• Continue expansion of biometric comparison and biometric vetting capabilities throughout passenger processing applications;
• Implement cost optimization strategies, such as leveraging lower-cost forms of storage, serverless architecture, and leveraging AI to replace manually driven processes
• Recommend emerging technologies to support PSPD future requirements
