Network Contracting Office 10 of the Department of Veterans Affairs is soliciting trauma and crime scene cleaning services on an as-needed basis under a one-year firm-fixed-price IDIQ for Veterans Integrated Service Network 10, with offers due November 16, 2026 at 12:00 p.m. EST and questions due November 10, 2026 at 12:00 p.m. EST. No set-aside is used.

Place of performance is Cleveland, Ohio, covering the Louis Stokes Cleveland VA Medical Center and multiple Northeast Ohio Community Based Outpatient Clinics across 17 specified VA locations, with provisions for future locations. The period of performance runs November 30, 2026 through November 29, 2027.

The contractor provides all personnel, equipment, labor, and disposal services to clean and decontaminate hospital rooms and healthcare areas after traumatic incidents, including suicides, murders, gunshot wounds, excessive head trauma, stab wounds, hazardous drug spills, and biohazard contamination. Pricing is per incident across five line items: large hazardous drug or material spills, small hazardous drug or material spills, blood or bodily fluids, trauma or crime scene incidents, and explosive defecation or bodily fluids.

Distinctive requirements include 24/7 emergency response with a two-hour response time, compliance with OSHA Bloodborne Pathogen Standards, EPA-registered hospital-use disinfectants approved by the Infection Prevention and Chemical Hygiene Committees, ANSI/IICRC S 540 Standards, and applicable Ohio Environmental Protection Agency infectious waste regulations. The contractor must handle Private Health Information properly, maintain all required federal, state, and local permits, perform at least 51 percent of the work without subcontracting, and provide documentation and quality assurance reporting. Service Contract Act wage determinations for multiple Ohio counties are attached, including No. 2015-4727, Revision 31, covering Cuyahoga, Geauga, Lake, Lorain, and Medina counties.

Evaluation considers technical capability, past performance, and price through comparative evaluation, with award to the offeror providing the best value to the Government. The source does not state weighting. The procurement carries a $25 million small business size standard under NAICS 562910, Remediation Services, with PSC S201.

Quotes are submitted by email to Jennifer.Nowak@va.gov and Thomas.Bellamy@va.gov. Payment is by electronic funds transfer under the Prompt Payment Act, with invoices submitted through Tungsten Network.
